Here’s
a potential P1.3 trillion scam:
A
story in tribune.net.ph says according to no less than the Commission on Audit
(COA), the PNoy government DID NOT DISCLOSE P1.3 TRILLION in possible payment
obligations by the country. COA findings showed that the government only declared P470.81 billion in
possible payables, which was contrary to the provisions of Section 7, Article 3 and Section 28, Article II of the
Constitution. Section 7 provides the “right of the people to information on
matters of public concern.” Section 28 says there should be “full public
disclosure of all transactions involving public interest.” Why do I say it’s a possible scam?
First,
because of the amount involved. Second, if there’s NOTHING WRONG, WHY did the
government not disclose the P1.3 trillion possible payables? As the COA pointed out, no less than the
Constitution mandates them to do so.
Third, since it had been hidden from us, the people, WE HAVE NO GUARANTEE
that there is nothing ILLEGAL in the P1.3 trillion – overpricing, rigged
biddings, anomalous papers or processing of documents, etc. Only the government
officials and agencies concerned in the projects and State guarantees from
which the amount was reached know the truth. Fourth, since we don’t know anything,
we don’t even have hair-thin proof that the P1.3 trillion had been, or is
really being, spent on legitimate government projects and NOT BEING STOLEN.
Our
senators and congressmen had better INVESTITIGATE THIS MMEDIATELY because NOBODY
can tell if documents or other papers which can help establish thr truth are
still intact or have already ‘VANISHED.’ We are talking of P1.3 TRILLION here. NOTHING
LESS than the WHOLE TRUTH must be known by the people. Any
senator or congressman who ignores this mystery doesnot deserve our vote
in next year’s elections. 30
