MRT/LRT FARE HIKE IS UNACCEPTABLE…

A personal friend has just asked me what makes the increase in MRT and LRT fares unacceptable to a growing number of people.

First: PNoy’s government CANNOT PRESENT ANY DOCUMENTARY JUSTIFICATION for it – no computations, no studies, no explanation or breakdown of where revenues are going, no explanation on if the Arroyo Administration managed to keep the fares steady for some 6 or 7 years, WHY CAN’T THEY?

The only justification PNoy’s government has given so far is the purported savings than can be generated from government subsidies for MRT and LRT commuters. Savings for which they have already, SHAMELESSLY LIED ON.

Last Dec. 21 in inquirer.net, Transportation and Communications Sec. Joeph Abaya was quoted as saying that the P2 billion subsidy savings from the higher MRT fares will fund development projects and relief operations.. A little more than a week later, he declared that the subsidy savings, which HE LOWERED FROM P2 BILLION TO P1 BILLION, will go to the escrow account for private owners of the MRT

All these WITHOUT any detailed explanation.

Second, practically NO IMPROVEMENTS HAVE BEEN DONE in the case of the MRT3. Among others, BROKEN TRACKS are increasing and experts have PUBLICLY WARNED that it is an ACCIDENT WAITING TO HAPPEN.. Comfort rooms STINK in various stations. Until a few weeks ago, it was reported (by the office of Sen. Grace Poe if I’m right) that 10 out of 46 escalators are not working. I ride the MRT at last nce a week and believe  me, people, the airconditioning system is getting HOTTER as time passes, regardless of what tme of day it is.

All these despite the fact that a company identified with relatives of former MRT General Manager Al Vitangco, was awarded a P50-MILLION PLUS MONTHLY MIANTENANCE CONTRACT. And NO EFFORT has been made by PNoy’s government so far to compel that firm to explain.

Third: In the 2014 and 2015 national budget, HUNDREDS OF BILLIONS of pesos will go to the rehabilitation and repair of the LRT and MRT. In the P22-billion supplemental budget which the PNoy government hurriedly asked for before 2014 ended, several billions more were allocated for the same purpose.

MRT/LRT FARE INCREASE HIGHLY QUESTIONABLE!

The Department of Transportation and Communications (DOTC) has a lot to explain in detail on the forthcoming increase in fares for the Light Rail Transit (LRT) and Metro Rail Transit (MRT) 3 to almost double their current rates.

The DOTC itself admitted that the last fare increase for LRT-1 was in 2003. That means previous administrations have managed to keep the fares affordable despite the government’s subsidy.
For MRT-3, fares have never been raised. Instead, it was even reduced from the original range of P17 to P34 in 1999 to P 12 to P20 in 2000 to the current P10 to P15. So if past governments can do it, why can’t the Aquino administration?
According to the DoTC, LRT-2’s fares, on the other hand, have never been increased. For MRT-3, fares have never been raised. Instead, it was even reduced from the original range of P17 to P34 in 1999 to P 12 to P20 in 2000 to the current P10 to P15.
Second, how was the fare increases arrived at? The DOTC must come out with the computation in public, including the identity and qualification of the person who did it for the people to see for themselves if the added fares are justified.

Third, DOTC Sec. Emilio Joseph Abaya said with the fare increase, some P2 billion will be saved from the government’s subsidy for development projects and relief operations in other parts of the country. He has been saying this since the DOTC’s first attempt to raise the LRT and MRT fares.

All that Sec. Abaya can claim is that the P2 billion is good enough for 8,240 classrooms, 82 kilometers worth of farm-to-market roads, or 11,440 hectares’ worth of irrigated farmlands.

Anybody can issue this kind of claim anytime, anywhere without providing details.

Fourth, with oil prices on the downtrend, electricity costs will expectedly be on the decline as well. So why must LRT and MRT fares be raised to astronomical levels when its most expensive need which is electricity is getting cheaper.

Under the fare increases, the full MRT-3 route from North Ave. to Taft Avenue will cost P28 from the current P15. From the Cubao station to Ayala Ave. , the fare will go up from P12 to P20.

Fifth: Where do LRT and MRT3 earnings go to? How come practically no improvements were ever made since the Aquino Administration started? There’s supposed to be a P517-million maintenance contract to PH Trams which is controlled by the relatives of the wife of former MRT General Manager Al Vitangcol.

That translates to more than P1 million a day. But from broken tracks, to stinking toilets to non-working escalators to the decreasing number of running trains, everything’s deteriorating in the MRT3.

Why did this happen and why did the DOTC ignore all these mess?  I’m not against an improved mass rail transit system but let’s be vigilant, people. There’s more than meets the eye here. 30

A VERY SWEET, AND FREE, CHRISTMAS GIFT!

Dec. 21, 2016
SWEET, AND FREE, CHRISTMAS GIFT!

Four days to go before Christmas and all of us are either rushing or frantically thinking what gift to give, especially if we’re low on budget. Here’s an excerpt from my CD compilation of 53 blogs on various topics about Love. I hope this will help. Have a truly merry and blessed Christmas, everybody

For those who still don’t have money for a gift for their spouses, sweethearts or special someone, here’s something FREE but VERY SWEET that you might want to consider giving as a Christmas present: A SONG.

Hold the hands, look straight in the eyes and sing from your heart, or with all the feelings you have deep inside. Sing with or without any accompaniment, and whether or not you’re in tune. Your sweetheart or spouse will listen, and is interested, in your voice, not the instrumental background. Choose an appropriate song, and not just anything you can think of.

I suggest an appropriate Christmas carol, like “You’re All I Want for Christmas.”  If you’re in a misunderstanding, you can try “Give Love on Christmas Day” or your theme song as lovers, or his or her personal favorite. Whatever song you choose, just be sure to sing it properly, and seriously. Your song will be another proof/manifestation of your love.

If you make fun of the song, or belt it without feeling, it will mean nothing to your sweetheart or spouse. Instead of admiring and loving you more, you’ll just turn him or her off, believe me.

When you finish singing press both hands, keep the eye-to-eye contact and, in the sweetest way you can, whisper “I love you.” Then seal it with a truly tender smack. If your sweetheart or spouse really loves you, trust me, you’ll melt his or her heart and get the tightest hug and the sweetest kiss you’ve ever had since you became lovers. Love is the sweetest, and best, gift anyone can ask for. Not just for Christmas but every single day of the year.

But if your sweetheart or spouse will not appreciate your singing, and worse insult you for failing to give something material instead, then he or she doesn’t really love you. It will be proof that you’re wasting time with a material girl or material boy. A situation that MIUST END, IMMEDIATELY. 30

PEMBERTON CASE DOUBLE NATIONAL HUMILIATION!

Three words best describe the Pemberton case: DOUBLE NATIONAL HUMILIATION.

It’s all over the Internet now that according to the Department of Foreign Affairs (DFA), the Philippines will not appeal the US refusal to grant Pemberton’s custody to our authorities.

The Visiting Forces Agreement accords the US that privilege.

Second national humiliation: Even a high school kid can READILY REALIZE that the privilege is both INSULTING AND DEMEANING to our dignity, both as a country and a race,.

And yet, we included that in the VFA, had the agreement approved and now upholding it to high heavens WITHOUT EVEN A WORD of protest or caution of its being GROSSLY UNFAIR for the Laude case.

I still would like to think that our VFA negotiators are smart guys who were NOT STUPID ENOUGH not to realize the DEGRADING effect of the privilege.

So as I’ve said in my preceding blog, our VFA negotiators owe the people, among others, a DETAILED EXPLANATION on the following points: WHO thought of the privilege, why was it included in the VFA in the first place, and did they do anything to have it deleted?

These must be answered so that in case another American soldier KILLS 10 OR 15 civilians or more for whatever reason and the US still gets their way in handling the killer, WE WOULD KNOW WHOM TO BLAME among our officials

VFA NEGOTIATORS MUST BE PROBED!

The negotiators to the Visiting Forces Agreement (VFA) must be QUESTIONED AT ONCE for the NATIONAL HUMILIATION we are now going through in the murder case against US Marine Private Joseph Scott Pemberton.

The negotiators owe the people an explanation on the VFA provision which allows the US to retain custody of its soldiers even if the crime involved is a capital one like murder.

And if they can’t give a moral justification for it, I sure hope THEY CAN BE CHARGED AND JAILED as well.

We must find out who gave the final approval for the inclusion of the provision in the VFA talks and why.

If our negotiators will claim that the provision came from their American counterparts, the question is did they object to it? If yes, how vigorous? What exactly did they do?

If NO, WHY NOT?  How did they have the STOMACH to disregard our national dignity with the provision> Did they do it on their own or were they ordered not to, by their superiors? Then don’t be surprised

If PNoy’s Government won’t be able to get custody of Pemberton, don’t be surprised, guys, if God forbid, more Laudes will follow. And we will be the laughing stock of the whole world when it comes to our justice system.30

TUWID NA DAAN FOR INCOMPETENCE Part 1

Findings of an informal survey by the office of Sen. Grace Poe on the Metro Rail Transit 3 (MRT-3) proved one DESPCABLE TRUTH about the PNoy government – it is THE TUWID NA DAAN FOR INCOMPETENCE.

A story in abs-cbnnews.com quoted Poe as revealing in a Senate hearing, among others, the following: long lines were observed for most of the MRT stations, with queues forming at Ayala Station in Makati as early as 6 a.m.

Passengers at the Quezon Avenue station in Quezon City complained that during rush hour, it would take 30 minutes just to reach the first step of the stairs. In Ayala, it sometimes takes more than two hours to just get into the train.

Passengers also complained that most escalators and elevators in variouis stations are not working and the airconditioning system was lousy.

If you will read the story, the MRT  officer-in-charge could not offer even a single justification for all these miseries, or what have they done  about it, if any.

I also have not heard of any MRT or DOTC official or personnel who has been charged or even reprimanded for incompetence or any questionable act which could have contributed to the whole mess.

If this isn’t still a TUWID NA DAAN FOR INCOMPETENCE, for some, then God have mercy on our country. 30

JINGGOY CASE INHIBITIONS SCARY, DEEP!

JINGGOY CASE INHIBITIONS SCARY, DEEP!

I am NOT SAYING, AND WILL never say, that Sen. Jinggoy Estrada is innocent of the plunder charges he is facing before the Sandiganbayan.

But the UNEXPECTED, SIMULTANEOUS INHIBITION of the three justices handling his case is a CHILLING SIGN that the justice system is UNDER ATTACK from VERY, VERY POWERFUL PEOPLE.

For the simple reason that only people or agencies more POWERFUL OR INFLUENTIAL can SCARE NOT JUST ONE BUT THREE Sandiganbayan justices all at the same time.

Not just into laying off Estrada’s case but in keeping quiet as well on their real reason for doing so.

This is how VICIOUS AND NOTORIOUS the situation is, boys and girls.

A reality which senor justices like them ARE SURELY AWARE OF.

But the justices  would rather risk their reputation than reveal the true reason behind their inhibition form Estrada’s case.

Second: The rules of court allow a judge or justice to inhibit himself from hearing a case in which he or his family has an interest, or in which he is related to either party within the sixth degree of consanguinity or affinity, or to counsel within the fourth degree.

It has been EIGHT MONTHS or so since the Estrada case started. It’s both IMPOSSIBLE OR RIDICULOUS for the justices NOT TO HAVE ENSURED right from the start that these three grounds would not be violated.

PNOY EMERGENCY POWERS : HYPOCRISY, ARROGANCE!

Whatever defense PNoy’s government puts up for the emergency powers he is seeking for the supposed looming electricity crisis next year, one thing is certain: They themselves have proven THEIR HYPOCRISY AND ARROGANCE.

HYPOCRISY because we have been having problems with our electricity supply for years, especially in Mindanao.

If you will recall, boys and girls, PNoy even sarcastically told our countrymen in Mindanao a year or two ago that if they want sufficient power to stop the hours-long brownouts they were suffering, they will have to pay a higher price.

THERE WAS NO RUSH IN ANY MANNER WHATSOEVER, to address the problem. Power plants that needed to be rehabilitated continued to deteriorate like, if I remember correctly, the one in Sucat in Paranaque.

PNoy DID NOT PUSH the House of Representatives or the Senate to do anything, like giving him the emergency powers he now INSISTS ON, to fast-track the resolution of the power crunch.

But now, PNoy and his spokespersons (or mouthpieces) are swearting to high heavens that their government is doing everything to avert a supposed power crisis in summer next year.

Take note, a supposed crisis for which THEY HAVE NOT YET PRESENTED EVEN A SINGLE PIECE OF PROOF up to now since they started SCARING THE PEOPLE with it  a month or two ago.

Why do I say ARROGANCE?

PNoy is practically COERCING OR PRESSURING the Senate to grant him the emergency powers IMMEDIATELY, as in now.

He even had the NERVE to point at once to Senate Committee on Energy Chairman Serge Osmena as the one to blame once the supposed power crisis strikes next year.

Osmena has expressed opposition to the grantig of the emergency powers.

AMATEURISH PUBLICITY GIMMICK BY DPWH!

A story in inquirer.net says several politicians have allegedly defied the warning of Department of Public Works and Highways (DPWH) Sec. Rogelio Singson against meddling in the bidding for public infrastructure projects.

My take: A CHEAP AND AMATEURISH PUBLICITY STUNT to divert public attention from controversies hounding PNoy’s government like the pending joint congressional resolution on emergency powers for him.

First: The inquirer.net story said some of the politicians “tried to influence some members of (the) DPWH bids and awards committee (BAC) in bagging projects.

If politicians were to influence anybody, it would HAVE TO BE SINGSON himself since he is the DPWH boss and can definitely pressure the committee. No politician in his right mind would waste time influencing mere members of the BAC whom they know would be more scared of Singson than them.

Second: The story, supposedly revealed by DPWH insiders, DID NOT SAY ANYTHING ON HOW the alleged attempts to influence te BAC members were made, when was it done and where.

As in NO DETAILS WHATSOEVER.

Third: Singson CONFIRMED the story by claiming that “we have already warned them (the politicians).” But he DID NOT NAME the alleged politicians, who supposedly include a Bicol congressman, some members of a prominent political clan in Western Mindanao and a Cordillera governor.

And here’s the MOST IDIOTIC AND DAMNING part:

Singson urged bidders and civil society organizations, to file charges against abusive and corrupt politicians.

If Singson or the DPWH will file charges against these supposed politicians, or even if he will admit to BEING SCARED TO DEATH of them so that’s why it’s the people who must sue and not him, I will be more than glad to correct myself.30

Presidential Communications Secretary Herminio Coloma Jr. said over state-run radio station dzRB that the government is working to ensure enough power SUPPLY and prevent brownouts in summer next year.

Allow me to refresh your memory, people:

First: NO LESS than Department Energy (DOE) officials ADMITTED in a congressional hearing  several weeks ago that there is NO LOOMING POWER CRISIS OR SHORTAGE OF ELECTRICITY in summer next year.

I just can’t remember the date it came out in media and the Internet.

The DOE people declared that what can be expected, take note just expected and not yet a certainty, next year is a shortage IN POWER RESERVES, NOT SUPPLY. Meaning, the SUPPLY IS ENOUGH. And the estimated shortage is only approximately 31 megawatts, which can lead to only ONE-HOUR BROWNOUTS for more or less two weeks.,

Tingnan man ninuman ang LAHAT NG DIKSYONARYO SA BUONG MUNDO, English  man o English-Tagalog, MAGKAIBA ANG KAHULUGAN ng supply at reserves.

Second: Energy Sec. Jericho Petilla, to date, HAS NOT declared the DOE admission of a looming reserves shortfall as wrong.

Third: PNoy told reporters in Busan, South Korea that the joint congressional resolution granting him emergency powers is intended to deal with expected forced outages due to El NiƱo next year. But PNoy DID NOT CITE ANY BASIS for this.

I already have a follow-up blog for this, ladies and gentlemen. But let me point out one thing this early: If indeed there will be no brownouts next year, WALA RIN TAYONG DAPAT TANAWING UTANG NA LOOB sa gobyerno ni PNoy.

Sapagkat DAPAT LAMANG NA magawa nila to DAHIL TRABAHO nila ito. 30
