House Committee on Appropriations chair Rep. Rolando Andaya BELIED Lacson’s
claim that Speaker Gloria Macapagal-Arroyo (GMA) has ordered the realignment of
P25 million from the Department of Health (DoH) budget for her “favored” House
members even if the national budget has already been ratified.
Andaya noted that GMA, as well as the Senate President, are NOT directly
involved in the bicameral committee discussions on the national budget. “Responsibility
rests on the Bicam conferees. To clear the air, I suggest that the chair of the
Senate finance committee and the House Committee on Appropriations hold a joint
press conference to identify each and every amendment made in the 2019 GAA
(General Appropriations Act). After all, transparency and accountability is the
name of the game.”
Andaya even added that the national budget is a product of both
the Senate and the House of Representatives and “I believe that we follow the
same rules and procedures.”
Kung natatandaan ninyo, mga kababayan, ilang linggo na ang
nakakaraan ay sinabi ni Lacson na may karagdagang bilyun-bilyong budget ang
ilang lugar sa distrito ni GMA sa Pampanga. Pero pinatunayan din ng House na
KASINUNGALINGAN ito.
As far as I know, Lacson was one of the best intelligence officials
the PNP has ever had. That’s why I can’t help but wonder where hashe been
getting his allegations againsty GMA.
