IT’S LACSON WHO SHOULD EXPLAIN, NOT GMA!

It’s Sen. Ping Lacson, and not House Speaker Gloria Macapagal-Arroyo (GMA), who should explain his allegation that her district in Pampanga has been allocated P2.242 billion for priority projects in the proposed 2019 national budget.

As I had written in my preceding blog: In a story in House Appropriations Committee acting chairperson Rep. Maria Carmen Zamora has clarified that GMA’s district only got a P500-million increase from its original P1.4 billion allocation, bringing the total to P1.9 billion and NOT P2.242 billion as Lacson alleged (https://newsinfo.inquirer.net/1060384/zamora-denies-lacsons-pork-allegations-vs-2-house-lawmakers).

Zamora even added: “I don’t agree na nabuhusan ng proyekto ang distrito ng Pampanga because ganun pa rin kung ano ang nasa NEP (National Expenditure Program). I do not know where the good senator actually got his figures because when I checked on our record, I don’t see any congressperson na may ganung kalaking increase.”

The House Appropriations Committee was the one who prepared the final draft of the proposed national budget. With the acting chairperson herself questioning Lacson’s figures, it’s the senator who must FIRST PROVE THE ACCURACY of his allegations.

In the same inquirer.net story, COOP-NATCCO Rep. Anthony Bravo ADMITTED that: “There are still other districts that (requested) re-aligned projects and in fact, there are also other districts that (received) additional fund as identified by the DPWH. ZINERO (emphasis mine) in lang natin sa district ni Speaker.”  

Bravo is a member of the House panel which scrutinized individual amendments of congressmen to the national budget,

So why did Lacson SINGLE OUT GMA’s district? Why didn’t he reveal what Bravo had admitted? He should have come out with the other districts and the details as well, partially or completely. Regardless of the amounts involved. Anybody is welcome to comment.
