These are the guys that Sen. Ping Lacson
should question or investigate about billions in insertions in the 2019
national budget, and not Speaker Gloria Macapagal-Arroyo and House Majority
Leader Rolando Andaya.

Andaya said the districts of former Speaker
Pantaleon Alvarez and his allies are among the top10 beneficiaries of
multi-billion insertions in next year’s outlay.
He said Alvarez’s district
alone has around P5 billion in allocations for infrastructure projects. That of
former Majority
Leader Rodolfo Fariñas will get P3.5 billion for infrastructure projects, while
former House Committee on Appropriations chair Karlo Nograles’ turf gets P4 billion.
Andaya added: "The Speaker's district
allocation is ranked number 60, and the Majority Leader's district is ranked
number 110. So it is not true that the House leadership has cornered the large
allocations for public works.”

Alvarez -- "I don't know
with him," Alvarez told reporters in a text message. "I have not
attended a single budget hearing. I have not seen the NEP (National Expenditure
Program)." Fariñas said he does not
know the allocations for his district, but the amount Andaya said might be
accurate.
Sen. Lacson, names and amounts
have been specified by Congressman Andaya. More than enough leads for a probe. Indeed,
a probe would be appropriate.
