And in a story in https://www.manilatimes.net/pet-voted-to-do-away-with-ballot-shading-thresholds/447126/, PET sources revealed that the REAL RULING is that there is no need to decide on the correct percentage because ballot appreciation by revisors is what will prevail. Another proof that Leni’s 25-percent threshold DID NOT WIN is protest supervising Justice Alfredo Benjamin Caguioa’s original draft resolution was AMENDED AND NOT ADOPTED by the PET. The PET DELETED the 25-percent threshold in the dispositive portion which said, in part, that the PET “partially granted” Robredo’s urgent motion for reconsideration to bring back the threshold to 25 percent. Another portion which was stricken off was that which said “Set aside the tribunal’s resolution dated April 10, 2018”
Leni and her lawyers DID NOT MENTION these facts in their press conference wherein they claimed victory in their petition. And both she and Caguioa COULD NOT, AND HAVE NOT, DENIED the Manila Times expose.to this day.
