It’s PNoy, not suspended Cebu Gov. Gwen Garcia,
who must explain, FIRST!
First, in her petition to the Court of
Appeals for a temporary restraining order,
Garcia said Malacanang had violated Section 66 of the Local Government Code,
which states that the Office of the President must issue a decision 30 days after an investigation.
Garcia pointed out that the
investigation into the complaint filed against her in 2010 by then Vice
Governor Gregorio Sanchez Jr. for supposedly withholding his office’s budget ended
last Aug. 31.
Malacanang, therefore, should have decided on the
case last Sept. 31. But Garcia noted that her suspension was handed down only last Dec. 17.
Take note, people, Garcia cited a SPECIFIC
SECTION of a SPECIFIC LAW. And to date, Malacanang HAS YET TO EXPLAIN this
supposed DISREGARD of the law. Anybody
correct me if I’m wrong.
Second: Garcia’s suspension came at a time after
the latest surveys showed that PNoy’s senatorial candidates WILL LOSE to bets
of the Opposition.
For those who don’t know, Cebu
is one of the richest provinces nationwide when it comes to the number of
voters. Garcia is FROM THE OPPOSITION and the supposed acting governor now is A
SISTER of former Energy Sec. Rene Almendras, who if I’m correct is the
incumbent Cabinet secretary.
Third: Department of Interior and Local
Government (DILG) Sec. Mar Roxas was quoted in earlier newspaper reports as
ADMITTING that Garcia’s withholding of Sanchez’s budget WAS NOT ILLEGAL.
Kung WALANG GINAWANG ILEGAL, WALANG BASEHAN para
suspendihin.
Fourth: Roxas also said that just the same,
withholding the budget was grave abuse of authority on Garcia’s part.
How can an act be a grave abuse of authority if
IT’S NOT UNLAWFUL?
If PNOy, Roxas or any other government official
will insist on the abuse of authority, then they should SUSPEND BUDGET SEC.
BUTCH ABAD AT ONCE to be FAIR TO ALL.
For so many months now, Zambales Rep. Mitos
Magsaysay has been complaining that she has NOT YET RECEIVED her pork barrel
funds from Abad.
Fifth:
Roxas said Garcia was givern all the chances to defend herself, and that
even his predecessor, Jesse Robredo, had recommended her suspension.
Can the people see Robredo’s recommendation and
records of whatever hearings were conducted, please? For transparency. Let’s
NOT FORGET that Roxas’’ and PNoy’s words ARE NOT ALWAYS, OR AUTOMATICALLY, the
truth.
This piece is not in defense of Garcia. Neither
do I work for her. Anybody can verify that anytime.
I’m just for FAIR PLAY, and AGAINT DECEPTION OF
THE PUBLIC by anyone through one-sided press statement and press releases. 30
What more can we expect from a vindictive, Pres,a DILG SEC who's eyes is trained on the Presidency come 2016, and a DBM Sec who acts as more powerful than the Pres.
