In case you
missed it, I had pointed out in an earlier blog that a staggering
P21 BILLION has been allocated by PNoy’s government for reproductive health
(RH).
Now, since PNoy
has signed the RH bill into law, allow me to repost excerpts, and some additions,
from one of our previous blogs on opportunities for GRAFT AND CORRUPTION in the
implementation of the measure.
Once the P21
billion is spent, what happens next? Will there be a ceiling or cap for the
spending? Or will it be an ETERNAL EXPENDITURE by the government? In which
case, will any public health program or service be SACRIFICED?
If yes, WHAT
and WHY?
WHO are the
prospective SUPPLIERS of the contraceptives and other items on which the P21
BILLION would be spent?
Do they have
LINKS, and I mean any at all, TO PNOY and HIS SISTERS OR RELATIVES, to
any Malacanang or government official or to any senator or congressman/woman
who actively supported the passage of the bill?
And what I mean
by any link whatsoever is whether as classmates, personal friends, former
employers or bosses or co-workers, former teachers or professors or
boyfriends/girlfriends, or distant relatives even to the 5th or 6th degree or
relatives of in-laws of any or all of the above.
By this time,
business proposals have been surely submitted by the prospective suppliers, or
bidders. The people should immediately know who these businessmen are.
For all we
know, they are all known cronies or friends of the Aquino Government.
The DoH should
reveal the details (especially the prices of the goods), the terms and
conditions, officials and personnel who will run the program and be accountable
for everything about it, including the funds and safety nets against graft and
corruption and theft of the money.
So that we, the
people, will know who to run after in case something questionable or anomalous
comes up in the implementation of the RH law.
And last, but
definitely not the least, the DoH should immediately publicize the schedule or
lineup of to whom or where will the RH law and its freebies will be
implemented, first.
We must have an
assurance that prioritization will be based on the gravity of the need of the
area and beneficiaries, and NOT ON WHETHER OR NOT THEY ARE PRO OR ANTI-PNOY.
Especially
considering the fact that the 2013 elections ARE FAST APPROACHING, and the
contraceptives and other items to be used in the program can be VERY GOD
CAMPAIGN MATERIALS BY GOVERNMENT-SUPPORTED CANDIDATES/
In case RH law
items are used by government supported candidates, what will bappen to the
candidate? . This is not a long shot, boys and girls. PNoy’s senatorial bets,
for one, are LOSING to opposition candidates in various polls.
Don’t take this
lightly, guys. We’re talking about P21 BILLION HERE. OUR HARD-EARNED TAXES and
payments for government services. OUR MONEY.30
