DSWD ANTI-EPAL CAMPAIGN SUSPICIOUS, CONSCIENCE-LESS

Two things can be immediately said about the ‘anti-epal’ campaign of the Department of Social Welfare and Development (DSWD): SUSPICIOUS and CONSCIENCE-LESS!

Deputy presidential spokesperson Abigail Valte claimed to media people that according to reports, some local politicians are threatening to de-list CCT beneficiaries who will not support them in the elections.

Lalaban ako ng pustahan, kahit kanino, na MAS MAKAKAMURA NG PAGKALAKII-LAKI ang DSWD, at mas epektibo pa, kung gagawa na lamang sila ng posters o leaflets ng mga dapat malaman ng mga kwalipikado sa CCT.

At DIREKTANG IPAMIMIGAY ito sa Sambayanan sa pamamagitan ng mga CCT coordinators sa buong bansa.

They can just e-mail the posters or leaflets to their CCT coordinators or field offices and have them distribute these to beneficiaries in their areas. Even if I don’t have exact figures, I’ll bet a year’s salary that this method WON’T COST MILIONS AND MILLIONS.

Kaya bakit kailangan pang gumastos ng malaki para sa pagpapadyaryo at paggawa ng TV and radio commercials? Para KUMITA ang sinumang gustong bigyan ng kontrata ng DSWD?

O kaya ay para ang mga kandidato ni PNoy ang makuha nilang magpapaliwanag

sa mga commercials o  press release sa mga dyaryo?

It doesn’t end there, guys!

Valte said the “anti-epal” budget campaign is not P10.3 million as claimed by Bayan Muna Rep. Teddy Casiño.

But SHE DID NOT SAY HOW MUCH is the actual outlay.

Neither did she give a BREAKDOWN of the expenses. NO DETAILS either on how will the campaign be implemented, by whom and what are the parameters or limitations.

So THERE’S NO ASSURANCE that national and local candidates of PNoy’s Liberal Party CANNOT USE THE CCT in their campaign.

And most of all, Valte DID NOT CITE any specific provision in the law or the DSWD mandate which SPECIFICALLY ALLOWS the expenditure.

BASTA MAY ‘ANTI-EPAL CAMPAIGN, TAPOS!  WALA na tayong dapat malaman pa kundi GAGASTOS na naman sila mula sa pinaghirapan nating buwis at  iba pang bayarin sa gobyerno nila.

Kung HINDI KAPAL NG MUKHA ang tawag dito, puwedeng kumontra ang kahit sino. Just be sure that you will cite specific reasons in your argument.

Just the other day, newspaper reports quoted a United Nations office as saying that close to ONE MILLION victims of Typhoon Pablo; still need food assistance, or are hungry..

But relief agencies like the DSWD were reported as complaining of budgetary constraints.

Tapos ngayon, NAGBABALAK GUMASTOS ang DSWD sa isang proyektong HINDI NAMAN NILA TRABAHO kung tutuusin. Anong klaseng KALOKOHAN ITO?  Kung hindi ito KAWALAN NG KONSYENSYA, ano?
