ILEGAL KAWALAN NG VOTERS’ RECEIPTS DAHIL…

Narito ang paliwanag ni election lawyer Glenn Chong kung bakit ILEGAL ANG KAWALAN ng voters’ receipts sa ilang ballot boxes mula sa bayan ng Balatan sa Camarines Sur na nadiskubre ng mga revisor sa recount ng mga boto sa protesta ni Boingbong Marcos laban kay Leni Robredo:

“Ayon sa Comelec Resolution 10088 (Amendments to the General Instructions for the Board of Election Inspectors or BEI), Section 6, ang black box na naglalaman ng official ballots ang siyang gagamitin bilang lagayan ng voter’s receipts (Voter’s Receipt Receptacle). Bago pa man magsimula ang botohan, ang mga official ballots mula sa black box ay dapat kunin at ilabas lahat upang magamit itong lagayan ng voter’s receipts. Pagkatapos ng botohan, seselyohan ito ng BEI gamit ang packaging tape. Dapat isulat sa packaging tape ang mga pangalan ng mga kasapi ng BEI at mga watchers sa presinto at pirmahan nila ito. Pagkatapos ay dapat ipasok ang nasabing black box sa loob ng ballot box.  Kung kumasya ang black box sa ballot box sa mga bayan ng Baao at Bato, bakit may nawawalang mga black boxes na may lamang voter’s receipts sa Balatan?”

Idinagdag pa ni Atty. Glenn na mayroon ding tatlo pang ballot boxes mula sa bayan ng Sagñay na basa rin ang mga balota.

In my preceding blog, I wrote that the PET itself had directed the Comelec to include the voters’ receipts among election documents that must be placed inside ballot boxes. The revisors, who requested anonymity, said the absence of the voters’ receipts:  “could mean that the votes cast by the voters are not the results transmitted by the vote counting machines” (VCMs).
