As chief justice, Sereno
should ALWAYS BE THE FIRST to obey or comply with ALL rules and regulations in
the Judiciary, and the entire government as a whole. . But as we all know now, Sereno
only submitted ONE Statement of Assets, Liabilities and Networth to the Judicial
and Bar Council (JBC) despite a notice from the council to submit ALL of her
SALNs.
Supreme Court Senior
Associate Justice Teresita de Castro was reported as clarifying that
substantial compliance to JBC requirements means submitting 10 SALNs.
Sereno submitted three SALNs
but two of them were not sworn to or unsubscribed. What’s worse, the unsubscribed SALNs raise the
possibility that these may have been faked.
For reasons known only to
them the JBC then claimed that Sereno had “substantially complied” with the requirements
for nomination as chief justice.
Sereno had even earlier been reported as saying she had sent a letter to the JBC saying she can no longer find her SALNs when she was still a professor at the University of the Philippines.

But then JBC search committee
head, Supreme Court Associate Justice Diosdado Peralta, publicly declared that he
only knew of Sereno’s purported letter now. Meaning, somebody DECEIVED Peralta,
if not the entire JBC, to support Sereno’s nomination. Despite all these, Sereno
says she won’t resign.
