GOVERNMENT prosecutors yesterday
recommended the filing of plunder, multiple counts of malversation of public
funds, and graft charges against former Philippine Amusement and Gaming
Corporation (Pagcor) chairman Efraim Genuino for the alleged diversion of
rice donations and funds to boost
his daughter’s election bid.
Justice department prosecutors said preliminary
investigation showed that Genuino and other Pagcor officials colluded with private individuals to
allegedly pocket some P50 million.
There was also probable cause, the
prosecutors said, to warrant charges of graft and malversation for the alleged diversion
of part of 10,000 sacks of donated Thai rice to ensure the victory of his son
in the 2010 elections.
Genuino allegedly got the Thai rice from Aruze
Corporation, one of the proponents for Pagcor’s Entertainment City Project. But of the 10,000 sacks, only
6,500 allegedly ended up with the Department of Social Welfare and Development
for distribution to typhoon victims while 3,500 were withdrawn and delivered to
the Pagcor warehouse in Imus, Cavite .
Pagcor claimed the remaining 3,500
sacks were replaced with a cheaper variety by virtue of a barter agreement
entered into by Pagcor with a private rice mill.
Then, several hundreds of bags of rice were repacked in sacks bearing the images of Ton (Anthony) and Erwin Genuino who were candidates during the 2010 elections.

Genuino was also linked to the use of
Pagcor money in the production of the film “Baler” in 2008
and alleged diversion of funds to Batang Iwas Droga (BIDA) Foundation, which
ran but lost in the party-list elections with Genuino’s daughter, Sheryl
Genuino-See, as its first nominee. ###
