The
National Secretariat for Social Action–Justice and Peace (Nassa) of the
Catholic Bishops’ Conference of the Philippines (CBCP) has warned against
possible electronic cheating in next year’s elections due to the unreliability
of Smartmatic’s Precinct Count Optical Scan (PCOS) machines.
Nassa
National Director Broderick Pabillo said candidates and the electorate could
end up victims of “electronic dagdag-bawas” if questions about the PCOS are not
addressed.
In a
report submitted to the House committee on suffrage and electoral reforms on
mock elections, Smartmatic claimed that the accuracy rate of PCOS machines is
99.78710 percent.
Pabillo
said that the result does not comply with the required accuracy rate under the
Commission on Elections (Comelec) Terms of Reference of the Automation for the
2010 National and Local Elections which is 99.995 percent, or one error in
every 20,000 marks.
And an
audit conducted by information technology election groups showed that the
accuracy rate in the mock election was actually 97.21519 percent or 557 errors
in 20,000 marks.
“Smartmatic
and even the Commission on Elections [Comelec] have not bothered to explain the
accuracy issue. Calls of IT and electoral advocates to look into their findings
have been ignored,” Pabillo lamented.
Comelec
Chairman Sixto Brillantes said that the result of the mock elections conducted
on July met the requirements of the poll body. ###
