A BILL requiring telecommunications
companies to provide mobile subscribers with a daily customer billing report has been filed to stop the loss
of prepaid credits or ‘nakaw load.’
House Bill No. 6335, filed by Marinduque Rep. Lord Allan Jay
Velasco, aims to protect about 100 million pre-paid mobile phone subscribers.
Under the measure, telecom firms must include in the daily report
the number of calls made, as well as messages
sent and received, average and maximum call lengths, and summary of charges
made on both calls and text.
Cellular service providers that will violate these provisions would be
penalized with P500,00 for the first offense; P1 million for the second and P5
million for the third offense.
Velasco said even industry leader Smart Communications, the mobile communications arm of PLDT, is faced with the ‘nakaw load’ problem, with 60 percent of its subscribers as victims.

Subscribers cited losses of as much as P10 worth of credits a day.
They said they suspect that advisory messages sent by the network deduct P1 to
P2.50 from their available credits###
