Somebody had better file CRIMINAL charges
against former Noynoy Aquino, former Health Sec. Janette Garin and former
Budget Sec. Butch Abad FAST.
So that their bank deposits and other assets
can be FROZEN pending investigation of the DIVERSION OF P10.6 BILLION in
insurance funds for the country’s 7 MILLION senior citizens to Department of
Health (DOH) projects INITIATED by Garin but NOT AUTHORIZED BY CONGRESS.
As exposed by columnist Bobbie Tiglao in his
The Manila Times column (http://www.manilatimes.net/aquino-gang-hijacked-p10-6-b-senior-citizens-funds/372335/),
two laws require the government to raise allocate the P10.6 billion for senior citizens’ insurance
premiums for 2015 with the Philippine Health Insurance Corp. (Philhealth). One
is Republic Act 10351 of 2012 or what is popularly known as the “sin tax” law,
which raised ed levies on liquor and tobacco. The other was Republic Act 10645
of 2014, which provides that all senior citizens should be covered by
Philhealth’s health insurance, out of proceeds from the sin-taxes.
But it now appears that Noynoy, Garin and
Abad IGNORED and VIOLATED these two laws. Worse, in his veto message to
Congress in December 2014, Noynoy classified the P10.6 billion as part of the
national budget’s “Unprogrammed Fund.”
Anybody correct me if I’m wrong but I have
not come across any COMPLETE AND DETAILED audit report of where the P10.6
billion go to.
