It’s getting clearer that the massive fare
increase for the MRT and LRT is nothing but PURE, SHAMELESS GREED on the part
of the PNoy government.
In a story in interaksyon.com last Jan. 4, Sen.
Chiz Escudero was quoted as saying that DOTC
officials NEVER mentioned plans to raise MRT and LRT fares during budgets
hearings for the agency.
Then wonder of wonders, DOTC suddenly
announced the fare hikes during the holidays. WITHOUT THE MANDATORY PUBLIC
CONSULTATION mandated by law.
Despite the P12 billion in various funds
approved by Congress for the DOTC’s
MRT/LRT concerns -- P2 billion for improvements of rail and signaling systems
in the P22 billion supplemental budget,
P3 billion for payment of outstanding shares not owned by government banks, and
P7 billion under the un-programmed funds.
Why GREED?
First, neither the DOTC nor the management
gave an explanation or breakdown on why would the P12 billion not be enough for
whatever improvements or repairs are needed for the MRT and LRT.
Second: The fare increases were implemented WITHOUT
THE MANDATORY PUBLIC CONSULTATION mandated by law.
Third: DOTC and government officials continue
to give CONFLICTING reasons for the fare increase. First, it was for improvements
or upgrades. Days later, DOTC Sec. Joseph Emilio Abaya said it was for the
escrow account for the private owners of the MRT?LRT>

WALANG PALI-PALIWANAG kung bakit kailangan, WALA SILANG PAKIALAM kung IBA-IBA
ang binibigay nilang dahilan at nalilito ang taumbayan. WALANG BATAS-BATAS NA
DAPAT SUNDIN.
