the ‘pork barrel’ scam Is still the talk of the town, here are TENS OR PROBABLY
HUNDREDS OF BILLIONS of pesos more in funds which we PRACTICALLY NEVBER HEAR
ANYTHING ABOUT:
The
DISCRETIONARY FUNDS of PNoy!
Among
others, PNoy has HIS OWN calamity, intelligence and social funds. These monies
are SEPARATE from similar funds of concerned departments like Dinky Soliman’s
Social Welfare and Development and the Armed Forces.
Ngayon,
ISIPIN NINYONG MABUTI ito, mga kababayan:

tangi ko pa lamang na narininig tungkol sa BILYUN-BILYONG mga salaping ito ay
kung UBOS NA, KUNO!
But
NEVER have I heard any breakdown by PNoy or Malacanang as to HOW MUCH WAS SPENT
ON WHAT OR FOR WHOM, WHEN WERE THE EXPENDITURES INCURRED, WHO HANDLED THE FUNDS
and WHERE are the goods supposedly purchased with or the particular people who
supposedly benefitted from PNoy’s funds.
In
the case of calamities, when did PNoy release monies form his calamity fund,
for what, to where and how much? Where
are the receipts and other supporting documents of the LEGALITY of the
disbursements?
For
his intelligence fund, what projects in particular has he funded and what, if
any, were the results?
The
only supposed prize catch I’ve heard so far among the most wanted criminals are
New People’s Army leaders spouses Benito and William Tiamzon, and two other
allegedly ranking officials of the communist rebels.
But
if this will be the example, then the immediate questions are how much did he
release and why? Yes, why, because the Armed Forces, and the Philippine
National Police (PNP) have their OWN intelligence funds.
Take
note, boys and girls, I’m NOT ASKING for the OPERATIONAL DETAILS of the
intelligence projects. Just the financing.
For
the social fund, WHAT EXACTLY is it for and for what, for whom and where have
the funds been spent on? What were the results, if any? WHERE are the
supporting documents for the disbursements?
Bottom
line: WE HAVE NO ASSURANCE that the multi-billion discretionary funds of PNoy are
NOT BEING STOLEN. Even not necessarily by him.
I’m
not 100 percent sure that under the law, the funds are not subject to audit
since PNoy is the President.
But
be that as it may, I’m 1 MILLION PERCENT sure that as the top public officials,
he’s NOT EXEMPTED from the MORAL OBLIGATION of proving to the people that he’s
not pocketing their monies. 30
