POE NOT EVEN A FILIPINO CITIZEN!

Unless Sen. Grace Poe can establish that her natural father or mother is a Filipino citizen, she cannot even be considered a Filipino citizen and thus is disqualified from running for president in next year’s polls. Here is a very simple but very clear opinion from Dean Arturo M. de Castro of the University of Manila College of Law

Sen. Poe does not fall in the enumerations of who can be considered Filipino citizens under Article 4, Section 1,  of the Constitution.  Section 1 states that those who can be considered  citizens of the Philippines are:   Those who are citizens of the Philippines at the time of the adoption of the Constitution;  those whose fathers or mothers are citizens of the Philippines;   those born before Jan.17,  1973  of Filipino mothers who elect Filipino citizenship upon reaching the age of majority;  those who are naturalized I accordance with law.

Those who do not fall under the enumerations of who are considered Filipino citizens is not a Filipino citizen, or Exclusio unius est exclusio alterius.  The argument that there is an international law which presumes a foundling to be a citizen of the country where he or she was found or born is of no moment. The Philippines is not a signatory to any treaty stating such law. Therefore, it has no application to the Philippines. Moreover, that law cannot prevail over the express procession of our Constitution on citizenship. Our Constitution adopts jus sanguinis or Filipino citizenship based on blood relationship with the Filipino mother or father. Our constitution rejects jus soli which makes a person a citizen of the country where he or she was born.

Even assuming that Sen. Poe is a presumed Filipino citizen under International Law, there is no basis to presume she’s a natural born because her parents are of unknown citizenship. And as my colleagues have earlier pointed out, there is nothing in International La which makes her a natural born Filipino citizen. A person is considered a natural born Filipino citizen if born to a Filipino mother or father. It would be a dangerous precedent f a foundling of unknown parentage would be allowed to run for President.

ITEMIZE AND JUSTIFY P9.8-B APEC BUDGET!

Before we all forget, the PNoy Government has to ITEMIZE AND JUSTIFY the P9.8 billion budget for the year-long Asia-Pacific Economic Cooperation (APEC) meetings. Especially considering the fact that head organizer Ambassador Marciano Paynor Jr. ADMTTED that PNoy himself has ordered that NOTHING will be built for the event, which translated to hundreds of millions in savings on construction costs.

Since public funds have been spent on, and will be spent until the end of the APEC meetings, the people have all the right to know what is the P9.8 billion for. I AM NOT against the APEC meetings. I fully realize its value and potential benefits. But with scores of ‘Yolanda’ victims still without homes, hunger on the rise and street people almost everywhere,  the people have all the right to know if the expenses are indeed necessary and reasonable, or PATHETIC ‘KAYABANGAN’ by PNoy’s Government. Among others, the people must know what items or services have been bought or paid for, now much and for what. And what else are the forthcoming expenditures, for what and how much.

Think about these, people:  Organizers say at least 47 meetings shall have been held before the 21 heads of state of APEC member countries hold the final round of the event from Nov. 13-19. Since more meetings will be held during that period, let’s just say the grand total will be 150. Even if each meeting will cost as much as P10 million, that will only be P1.5 billion. For accomodations I agree that the best of the best, regardless of how much, must be given to the 21 heads of state and their wives. But there will be nothing wrong if their support staff and security escorts will stay in less expensive rooms or hotels. So let’s say that each of the 21 heads of state and his delegation will number 100 people. That will be 2,100 people all in all. If the PNoy Government spends as much as P3 million a day for every delegation, that will be P63 million daily or P441 million from Nov. 13 to 19. Add P1.5 billion to P441 million and you get P1.991 billion, still leaving almost P8 BILLION of the budget.

These are just sample figures, people. I don’t have the exact details but I will dare say that what I’ve cited is realistic enough. We’re talking of BILLIONS here, not just millions or hundreds of millions, of the PEOPLE’S MONEY. We have the right to know if all the transactions for the APEC meet were carried out LEGALLY, without any anomaly whatsoever, and NOT OVERPRICED, or grossly overpriced.  

If there’s nothing to ide, then there should be no problem coming out with records and details. 30

DAGDAG SWELDO, ‘PA-POGI’ LANG NI PNOY

‘PA-POGI’ LANG NI PNOY ang panukalang dagdag-suweldo para sa mga empleyado ng gobyerno. At kung MAMALASIN pa ang mga KARANIWANG  manggagawa, baka ABONADO pa siya sa magiging DAGDAG sa income tax niya dahil sa kaniyang umento.  Kumbaga, sa halip na GRASYA ay baka maging DUSA a ang umento.

Liliwanagin ko na agad, HINDI AKO TUTOL sa salary increase sa mga taong gobyerno. Hindi ako taong gobyerno pero MATAGAL na dapat iyan. Pero tulad ng alam ng lahat, kapag LUMAKI ang sweldo ay LALAKI rin ang income tax na dapat bayaran. Kaya’t yung humigit kumulang na karagdagang P500 suweldo taon-taon sa susunod na apat na taon ay baka PANDAGDAG lang sa income tax. Hindi bale sana kung BABABAAN ang income tax rate pero MATIGAS pa ring tinatanggihan ito ni PNoy.

Isa pa, sa SOBRANG KAMAHALAN ng lahat ng bagay ngayon, ANO NA LANG ANG MABIBILI ng P500? Baka PAMASAHE lamang papasok at pauwi galling sa eskwela o trabaho ay hindi kumasya yan sa loob ng Isang linggo man lamang. Higit sa lahat, isipin ninyo itong mabuti, mga kababayan: BAKIT NGAYON LANG tataasan ang suweldo ng mga taong gobyero, KUNG KAILAN MALAPIT na ang eleksyon?


Kung hindi rin lang ibababa ang incoe tax rates at mga presyo ng pangunahing bilihin at pangangailangan tulad ng pagkain at kuryente, isang MAPANLINLANG na gimik pulitika lamang ang dagdag sweldo sa taong gobyerno, GUWAPONG GUWAPO si PNoy at ang tribu niya sa paningin ng mga madadagdagan ng P500 yearly sa susunod na apat natin. Pero  kung iisiping mabuti, BALE-WALA ito. INUUTO lan gkayo ni PNoy na may MALASAKIT SIYA sa inyo, na may dapat kayong tanawaing utang na loob kapag siya naman ang humiling ng inyong mga boto para sa mga tao niya sa eleksyon. HUWAG KAYONG PABUBULAG, PALOLOKO! 30

ROXAS SAVING FACE ON ‘YOLANDA!’

In a pathetic attempt to save face, Liberal Party presidential bet Mar Roxas is now claiming that he, too, had RISKED HIS LIFE even before the onslaught of ‘Yolanda’ in 2013 when he warned local officials and residents  about  the approaching super typhoon. In a story in philstar.com,   Roxas added he even stayed in Yolanda-hit areas for two weeks to help affected or displaced residents. Prove your allegations, Mar. If you can’t, SHUT UP and have the decency to WITHDRAW your candidacy to spare the people from your UPCOMING LIES.
Mar was quoted in the story as saying: ” …bago pa dumating si Yolanda tinaya ko na ang buhay ko at nandoon na ako para magbigay babala sa ating mga kababayan.
Una: PAANO at sa anong paraan mo ITINAYA ANG BUHAY MO, Mar kung wala pa naman KAMO si ‘Yolanda’ nang magbigay ka ng babala? May panganib ka bang sinuong sa pagbibigay-babala? Kung mayroon ay SAAN AT ANO? Kung wala, imakabubuti sa iyong IPAGTANONG MO MUNA ang big sabihin ng mga PINAGYAYABANG MO.
Pangalawa: Patunayan mo muna, Mar, na nagbigay- babala ka talaga laban kay ‘Yolanda.’ IDETALYE mo kung sino o sinu-sino ang mga nakausap mo, saan, kalian at paano mo eksakto sinabi ang babala mo. At mas maganda kng  may mailalabas lag testigo o mga testigo na makapagpapatunay an nagbigay babala ka nga.
On your claim, Mar, that you stayed in ‘Yolanda’ devastated areas for two weeks to help the survivors, it would help you if you will come out with PHYSICAL PROOF and WITNESSES who or which can prove the following: When did those two weeks start; where did you stay and who was with you; where did you go to, whom did you help and what exactly was the aid you extended. On the DILG’s alleged accomplishment of 60 to 80 percent of its post ‘Yolanda’ tasks under your watch, come out with DETAILED ACCOMPLISHMENT REPORTS for public scrutiny. And don’t forget an equally detailed breakdown of where the P4-billion budget you got then was spent on and for what.
Tutukan natin ang magiging reaaksyon ni Roxas, mga kababayan. Gusto pa niyang palabasin ngayon na isa siyang tahimik at indi  mayabang na bayani bago paman humagupit at pagkaalis ni ‘Yolanda. MAHIHIRAP, BALE-WALA TALAGA KAY PNOY!

AMININ niya man o hindi, BALE-WALA TALAGA ang mahihirap kay PNoy.

Hindi dumating si PNoy sa ikalawang anibersaryo ng paghagupit ni super typhoon “Yolanda’ noong Linggo sa Tacloban City sa Leyte. Kahit na Malacanang man ay HINDI MAIKAILA ang mga balitang humigit-kumulang sa ISANG MILYONG BIKTIMA pa ni ‘Yolanda’ ang WALA pang permanenteng tirahan, USAD-PAGONG ang kontsruksyon ng mga pabahay at iba pang tulong sa mga nasalanta. Sa halip na DAMAYAN ang libu-libong  mga biktima na naghintay sa kaniya at PERSONAL NA ALAMIN ang mga problema sa kanilang rehabilitasyon,  mas pinili ni PNoy ang DUMALO SA KASAL NG BUNSONG ANAK NG BILYONARYONG SI ANDREW TAN.

MAS IMPORTANTE para kay PNoy ang IISANG BILYONARYO, kesa libu-libong mga biktima ni ‘Yolanda.’ Hindi man lang siya DUMAAN KAHIT ILANG MINUTO para alamin ang kanilang tunay na kalagayan, na kung tutuusin ay TRABAHO NIYA BILANG PANGULO AT AMA NG BANSA. WALA SIYANG PAKIALAM kahit sari-saring problema na ang nagalabasan sa pagtulong sa mga sinalanta ni ‘Yolanda,’ Tulad ng DAAN-DAANG MILYONG donasyon o pondo na ITINAGO lamang sa bangko ng DSWD at Office of Civil Defense at HINDI GINAMIT hanggang noong isang taon  Nandiyan din ang mga problema kuno i sa paghahanap at pagbili ng mga ari-ariang pagtatayuan ng pabahay para sa mga biktima.

Kumbaga, sori na lang ang mga biktima at WALANG PANAHON para sa kanila si PNoy. Kahit na ilang minuyo lamang. Pero sa kasal ng anak ni Mr. Tan, MAYROON. Sa simbahan pa lamang, NANDOON NA SIYA.  At huwag nating kalimutan ang PAGBALE-WALA na ginawa ni PNoy sa mga bangkay ng PNP-SAF 44 nang dumating ang mga ito mualsa pagmassacre sa kanila sa Mamasapano. Sa halip na salubungin ang  mga bangkay bilang commander-in-chief ng PNP, mas pinili ni PNoy na puntahan ang inauguration ng malaking planta ng isang malaking car manufacturer sa Laguna.

Ginawa ni PNoy ang mga ito kahit na ‘boss’ niya kuno ang sambayanan. Mga boss na BINUBUSABOS niya. Sa mga maniniwala pa ring maka-tao o maka-mahirap si PNoy, kundi kayo mga super-yaman din ay kailangan na ninyo ng psychiatrist.30

USELESS BREAKDOWN OF 'YOLANDA' DONATIONS!

In an inquirer.net story, the DSWD gave a breakdown of where the cash donations for victims of super typhoon ‘Yolanda’ were supposedly spent on: Shelter assistance— P820,932,687.50; support to operations—P128,086,638.38; livelihood assistance— P107,007,468.84; purchase/replacement of furniture and equipment—P33,652,577.54; relief assistance—P26,118,100.00; provision of family kitchen kits—P22,365,728.00; reconstruction of civil documents— P5,000,000; repair of DSWD center in Eastern Visayas— P2,000,000; purchase of toys and art materials for child victims—P903,245.23, and financial assistance to victims—P113,607.00. But take note, people, NO SPECIFICS.

No names, not even a few, of the supposed beneficiaries, location and specific items for the supposed shelter assistance. What kind of support was extended to what operations, where and for whom? What kind of livelihood assistance and for whom? What were the equipment and furniture that were purchased, for what and for whom? Funds were already spent for shelter and livelihood assistance. So what was the P26, 118,100 in relief assistance for?  More than P22 million was spent on family kitchen kits. For whom, where and how many kits and families? Why did it take P6 million to reconstruct civil documents? What documents were these, for whom and how many? More than P1 million spent on financial aid to victims and toys and art materials for kids. Again, NO NAMES and locations of recipients.

Tulad ng naisulat ko na, KAHIT NA SINO sa atin, PUWEDENG SABIHIN ANUMANG ORAS na gumastos na ng milyun-milyon  sa ganitoo ganoong bagay kung NUMERO LAMANG ang detalyeng ibibgay. At kung sasabihin ng DSWD na bakit kailangan pang magbigay ng detalye ng mga donasyon, iyon lamang ang paraan para MABERIPIKA ninuman na nagsasabi sila ng tutoo. HINDI SAPAT NA GARANTIYA ang salita lamang nila saanman na HINDI NINAKAW O NINANAKAW ang mga donasyon. Kahit na sino, puwedeng magsulat ng kung anu-anong numero anumang oras.

Uulitin ko na naman, LAHAT NG GASTUSIN ng gobyerno ay KUMPLETO DAPAT ANG MGA DOKUMENTO o records. Kaya HNDI DAPAT maging problema para sa DSWD ang maglabas ng mga DETALYE. Lalo pa’t kung WALA NAMAN SILANG TINATAGO. 30

PNOY IGNORING ‘YOLANDA’ VICTIMS, QUESTIONS

The MORALLY SCANDALOUS reality about the super typhoon ‘Yolanda’ mess is PNoy is IGNORING the continuing MISERIES of the victims and the HIGHLY QUESTIONABLE circumstances  surrounding supposed relief and rehabilitation efforts for them.  As the President, PNoy is the supposed to be the FATHER of all the ‘Yolanda’ survivors but he is OPENLY and SHAMELESSLY leaving them at the mercy of INCOMPETENTS and possible THIEVES who are supposed to get them back to normal life.

Isipin ninyo ito, mga kababayan: MAGDADALWANG TAON na matapos ang pamiminsala ni ‘Yolanda’ nang BUMUHOS ANG BILYUN-BILYONG DONASYON na salapi at pangunahing pangangailangan ng mga survivors tulad ng pagkain mula sa ating mga kababayan at iba’t ibang bansa. Bukod pa sa mga ito ang BILYUN-BILYONG galing sa gobyerno. Pero HANGGANG NGAYON, WALANG MAILABAS NA DETALYADONG KUWENTA ang kahit na aling ahensiya ng gobyerno KUNG SAAN AT KANI-KANINO napunta o ginastos ang mga donasyon. Kung sinu-sino nang senador, congressman at iba’t-ibang samahan ang pormal at lantaran nang hummingi, at patuloy na humihingi, ng kuwenta. Pero BINGI dito ang Department of Social Welfare and Development (DSWD), Office of Civil Defense at iba pang ahensya ng panahalaan na  humawak ng bilyun-bilyong donasyon o pondo para sa mga biktima ni ‘Yolanda.’    

Ang super tindi, WALANG GINAGAWANG ANUMANG HAKBANG si PNoy para malinawanagan nga kung saan napunta ang mga donasyon at pondo para sa ‘Yolanda” victims at rehab projects. KAHIT KAILAN, HNDI INUTUSAN ni PNoy si DSWD Sec. Dinky Soliman o sinupaman para maglabas ng detalyadong kuwenta. Para nga matiyak na ang mga pera ay HINDI NINAKAW O NINANAKAW o kaya ay nagamrt sa ibang bagay.  Itama ako ninuman kung mali ako.

Only less than 20,000 out of the 200,000 plus permanent homes the government has promised to ‘Yolanda’ survivors have been  finished, almost TWO LONG YEARS after the tragedy. But has anybody heard PNoy ordering a probe or questioning anybody on what’s the problem?  I haven’t.:  National Housing Authority officials had earlier revealed that the Department of Budget and Management (DBM) had only released for a little less than 100,000 homes for the survivors. Morfe funds will be released ONLY BY NEXT YEAR. But PNoy never asked Budget Sec. Butch Abad to clarify  these issues.


PNoy is practically DEAF AND DUMB on the continuing sufferings of ‘Yolanda’ victims. But when it comes to the proposed Bangsamoro Basic Law (BBL) being pushed by the rebel group Moro Islamic Liberation Front, PNOY HIMSELF has called, and continues to call for its passage. BIAS AND HYPOCRISY at their FINEST HOUR.30

IF YOU’RE CLEAN, HELP IN ‘LAGLAG BALA’ PROBE!

Office of Transportation Security OTS) personnel assigned at the NAIA held a Mass this morning to reiterate their innocence of the ‘laglag bala’ racket plaguing the airports.

Puwes, kung talagang inosente kayo, TUMULONG KAYO sa imbestigasyon. Kayo ang nasa PINAKA-MAGANDANG POSISYON para malaman o maisip kung paano NATATANIMAN ng bala ang mga bagahe ng mga pasahero. HINDI ang sinupaman. Kayoang naginspeksyon ng mga bagahe. Alam ninyo kung ano eksakto at sinu-sino ang mga pinagdadaanan ng, at nangyayari sa, mga bagahe oras na ang mga  ito ay pumasok na sa NAIA.

Kaya kayo naaakusaahan sa OTS ay sapagkat WALA KAYONG PINAPAKITANG PRUWEBA na walang udang magpapatunay na  INOSENTE KAYO! Maliban sa salita ninyo sa pagtatanggol sa inyong sarili, wala na kayong anupamang depensang pinapakita pa. Halimbawa ay ang inyong palagay sa kung sno ang gu,agawa ng ‘laglag bala’ at ano ang basehan ninyo. Or paano kaya nagagawa ang ‘laglag bala’ sa inyong palagay. Hindi ninyo kailangang pangalanan ang sinuman kung ang inaalala ninyo say bakamay makagalit kayong bigla. Kung ayaw ninyo, WALA RINKAYONG KARAPATAN NA SUMAMA ANG LOOB.

Simply because your words will NEVER BE ENOUGH PROOF of your innocence.  The ‘laglag bala’ case is a CRIMINAL ACTIVITY. Under our laws EVIDENCE,  IDISPUTABLE EVIDENCE, is what determines the innocence or guilt of a person. NOT JUST THE WORDS ALONE of anybody. Whether you like it or not, you are a MAJOR PART of the process from which the ‘laglag bala; racket started.
