DESPERATE MOVE TO DEMONIZE GWEN!

Look at how DESPERATE acting Cebu Gov. Agnes Magpale in trying to BRAINWASH the public into supporting the suspension of her boss, Gov. Gwen Garcia.

After her pronouncement that Garcia has been isolated was SOLIDLY BELIED by expressions of support to the governor by two cities and six municipalities, Magpale now alleges that it’s the Cebuanos themselves who are suggesting that the power and water supply of Gwen’s office be cut off to force her to leave the provincial capitol.

She claimed it’s the popular sentiment in surveys by local radio stations. But here’s the big BUT:

Magpale DID NOT NAME who or what particular local radio station is conducting the purported survey.  She DID NOT CITE statistics, the number of respondents or callers to the radio station and who was the anchor (s) who talked to the respondents.

She could not even cite the period covered by the supposed radio survey. In other words, NOTHING as in EMPTY.

All she had was her word

Unlike media reports which SPECIFICALLY IDENTIFIED the two cities and six municipalities who have passed resolutions of support for Garcia as she fights her suspension.

A story in manilastandardtoday.com identified the cities as Carcar and Naga and the municipalities as Sibonga, Lilo-an, Ronda, Badian, Moalboal, and Aloguinsan.

To date, neither Magpale nor any of her minions have proven the resolutions as fake or fictitious.  None of the two cities and six towns has denied passing the resolutions either.

So DON'T BE BRAINWASHED,everyone, especially our Cebuano friends. Find out the truth first, and analyze if it's REALISTIC or logical or not, before you believe in  Magpale or any other detractor of Garcia.

Look for DETAILS, and ask around for verification. DESPERATION KNOWS NO LIMITS, NO MORALS. 

Keep that in mind, all the way to the May elections.

And in reply to a personal friend who had just asked me, I DO NOT WORK for Garcia or anyone among her family. Anybody can verify it ANYTIME!

Department of Social Welfare and Development (DSWD) Sec. Dinky Soliman SHOULD BE INVESTIGATED AT ONCE!

No less than the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) has reported that nearly ONE MILLION victims still need food assistance a month after typhoon ‘Pablo’ swept parts of Mindanao.

This despite the BILLIONS of pesos in aid in cash and kind from donors both here at home and from abroad, especially FOREIGN GOVERNMENTS!

 So WHERE THE HELL IS THE MONEY, and THE GOODS?

In an assessment released Thursday, the UNOCHA reported that “between 800,000 and one million people are in need of food assistance in the worst affected areas.”

Citing data from the World Food Program and the DSWD, the UNOCHA said  some 238,000 persons have received family food packs in Compostela Valley, Davao Oriental, Surigao del Sur and Agusan del Sur.

ONLY 238,000, boys and girls.

Even if the food packs were worth P200 each, that would only amount to P46,700,000.

Now consider, these, people:

Canada donated an additional P40 million, raising its total aid to date to P120 million. South Korea donated P32 million more, bringing its total relief to P40 million, for a total of P160 million.

China donated an additional P8 million. The Armed Forces of the Philippines turned over an additional P19 million plus from their own donations and savings, as well as aid donated through their efforts.

That is an additional P27 million, for a grand total of P187 million, from these four donors alone.  Even if you subtract P46,700,000, P140,300,000 will still be left.

Take note, people, that up to now, the DSWD HAS NOT YET PUBLICLY RELEASED A DETAILED BREAKDOWN of the ‘Pablo’ aid it has received from all over the country and the world.

HOW MUCH HAS BEEN SPENT, on what, for whom and for where

HOW MUCH IS LEFT, where is it and who’s holding the money

Where are the supporting documents for purchases and other expenses

Where are the documents which prove that the aid indeed went to the victims, and not into the hands of thieves

Now, here’s a very hard slap on the face of PNoy and the rest of those who want suspended Cebu Gov. Gwen Garcia out of her office at the Cebu Provincial Capitol:

Two cities and six municipalities have passed resolutions expressing “unequivocal support” to Garcia.  A story in manilastandardtoday.com identified the cities as Carcar and Naga and the municipalities as Sibonga, Lilo-an, Ronda, Badian, Moalboal, and Aloguinsan

The HARD SLAP is the resolutions came right after acting Gov. Agnes Magpale boasted that Garcia has been “isolated and rendered powerless.”

Does Mrs. Magpale know the meaning of the word isolated? 

I don’t think Mrs. Magpale will admit to being MISINFORMED, or worst LYING.   But for the sake of her own credibility, she had better have one hell of a solid basis for her claim.

Considering the fact that up to now, it’s only Magpale, PNoy’s candidate for governor in the May polls and a member of the Osmena clan are THE ONLY ONES who have expressed support for Garcia’s suspension.

Anybody correct me if I’m wrong.

Magpale’s camp or Malacanang might say that the eight cities and municipalities which have declared support for Garcia are not the majority of Cebu’s six component cities and 44 municipalities, which total 50.

That’s correct. Eight is not the majority of 50.

But the point is the eight cities and municipalities PROVE that Magpale’s claim of Garcia’s isolation is DECEPTIVE, to say the least And if she can be this INACCURATE or MISLEADING so  casually, God knows what else is she capable of doing.

Even if Magpale will defend herself by saying she had been misinformed with her pronouncement, an official with her position should have had the COMMON SENSE of DOUBLE CHECKING the accuracy first before issuing any claim in media.

So why should the Cebuanos still believe Magpale? With the declaration of support of the eight cities and municipalities for Garcia, what else is her claim to truth and accuracy?

The Office of the Solicitor General (OSG) has opposed suspended Cebu Gov. Gwen Garcia’s petition for a temporary restraining order before the Court of Appeals (CA).

But IMMEDIATELY NOTICEABLE in the story was the ABSENCE of an explanation by the OSG on Garcia’s defense that her suspension had violated the Local Government Code and Administrative Order No.. 23.

The Code and the Order requires the Office of the President (OP) to render a decision on Garcia’s case within 30 days after its investigation, or its receipt of the transcripts from the DILG, respectively.

For the Code, Garcia said the OP took more than 400 days amd for the Order more than 140 days to decide.

Among others, the OSG claimed that the death of the complainant against Garcia does not automatically clear her of any liability. But as far as I can remember, Garcia had always stuck to the violations of the Code and the AO as her main defense.

Anybody correct me if I’m wrong.

In a story in abs-cbnnews.com, the OSG said that Garcia had signed the appointment papers of contractual employees for the vice governor’s office in 2010 and charged their salaries to the budget allocation for the vice governor’s office.

Alangan namang sa BUDGET NG IBANG OPISINA kunin samantalang sa vice governor’s office naka-assign yung mga contractual na empleyado.

The budget for the contractual employees was removed in 2011 for “unknown reasons” but was restored after Sanchez’s death.

WHAT’S THE CONNECTION to Garcia’s suspension?

On Garcia’s claim that the suspension order was not personally served to her, the OSG countered that the order was posted on the door of the governor’s office.

GWEN GARCIA CAN STILL BE FORCIBLY EVICTED!

For those who don’t know, suspended Cebu Gov. Gwen Garcia can still be forcibly removed from her office at the provincial capitol despite the oral arguments for her petition for a temporary restraining order set by the Court of Appeals (CA) on Jan.10.

A law professor from the Philippine Christian University and the University of the Philippines explained to me that a separate restraining order by a court would have to be issued to prevent that from happening.

This is where it gets interesting, boys and girls:

First: If the PNoy Government bodily evicts Garcia before the CA renders a decision, that means they DO NOT PRACTICE COURTESY towards a co-equal branch of government (PNoy represents the Executive, the CA the Judiciary).

KAPAG BINALE-WALA ng PNoy Government.ang CA, ibig sabihin lamang ay BINASTOS NILA ang Judiciary at UTAK DIKTADOR na sila na kung ano ang magustuhan nila ay dapat agad matupad  at WALA NANG PROSE-PROSESO.

Second:  Only a written order from DILG Sec. Mar Roxas can allow Garcia’s physical ejection from her office.  But personally, I doubt Roxas will have the BALLS to write one.

If Roxas okays Garcia’s eviction in writing and, God forbid,  it turns violent and bloody, he will be the FIRST AND ONLY ONE TO BLAME!  Unless he can present physical proof that he had been ordered to do so by PNoy, WHO’S THE ONLY ONE HIGHER than him.

An authorization which PNoy is definitely NOT STUPID enough to give.

Especially considering the fact that support for Garcia REMAINS VISIBLE, as shown by the round-the-clock presence of her supporters at the capitol and the attendance of some 1,000 others to a rally she had called for following reports of a plan to take her out last Dec.31.

And to date, NOT A SINGLE RALLY has been held in support of Garcia’s suspension.,

So Roxas knows that not only will he be the FALL GUY, he can also kiss his 2016 presidential dream goodbye if blood flows or people get hurt in the Garcia standoff.,

Which leads me to the third consideration, guys.

If Roxas won’t do it, then who would and in exchange for what?  Garcia’s eviction is still a big possibility.

The longer it drags on, the more WEAKLING the image of PNoy and his government appears to be. And with the oral arguments set by the CA, the more legally questionable it has now become.

Otherwise, the CA would have readily denied Garcia’s petition for a TRO if it did not find any merit in her defense.  

If PNoy’s Government can OUTRIGHTLY IGNORE the Supreme Court temporary restraining order which would have allowed former President Gloria Macapagal-Arroyo to seek medical treatment abroad, it can do it again to a lower court.

Keep that in mind, guys! And better start thinking of your personal options whatever happens next, either right after or in the May polls.
