HUNDREDS OF BILLIONS MORE FOR PNOY TO PLAY WITH!

Apart from the OFFICIAL P485.74 EXTORTION in the proposed 2015 national budget which I wrote about the other day, PNoy may very well have CONTROL OF HUNDREDS OF BILLIONS MORE once the measure becomes law.

A story in manilastandardtoday.com quoted ACT Teachers Rep. Antonio Tinio as saying that the Department of Budget and Management (DBM) submitted last Friday 100 pages of errata with several amendments to the national budget, to House Committee on Appropriations chair Davao City Rep. Isidro Ungab

JUST HOURS before the national budget was approved on second reading.

Tinio said the errata would allow PNoy to realign projects to another project if he so desires.

But here’s the catch, boys and girls: the errata were NOT SUBJECTED TO DEBATES OR ANY OTHER FORM OF CONGRESSIONAL SCRUTINY, and were CASUALLY INSERTED into the national budget SHORTLY before its approval on second reading.

Meaning, the errata WERE HIDDEN from the congressmen, and the PUBLIC.

A person ONLY HIDES SOMETHING if there’s an ILLEGAL OR IMMORAL BASIS for it.

Had the errata not been discovered it would have been APPROVED WITHOUT QUESTION, REGARDLESS OF WHATEVER WILL BE THE CONSEQUENCES, along with the national budget. 

Considering that the DBM had the STOMACH, and the NERVE, to try to HIDE THE ERRATA from congressmen themselves, and in effect the people, its provisions must be so GROSSLY IMMORAL OR ILLEGAL that mote likely than not, it would trigger OUTRAGE at the very least.

Otherwise, if there’s nothing to hide or to fear, the errata would have been submitted early enough for deliberations before the approval on second reading of the national budget.

Now, think about these, boys and girls:

The OFFICIAL EXTORTION in the proposed 2015 national budget is P485.74 billion.

It’’s EXTORTION because PNoy will have SOLE DISCRETIONARY AUTHORITY over the P485.74 BILLION, with Malacanang NOT PROVIDING ANY SPECIFIC DETAILS ON HOIW AND WHERE THE MONEY WILL BE SPENT.

Simply put, PNoy’s government is demanding P485.74 BILLION from us and THEY DON’T NEED TO EXPLAIN where our money will go. Just like a BULLY forcing the weak to yield his money without justifying it.

It’s OFFICIAL because the vehicle for the extortion is an official measure.

So the million-dollar questions are WHY SHOULD PNOY BE GIVEN ACCESS TO, AND DISCRETION ON, HUNDREDS OF BILLIONS OF PESOS MORE despite the P485.74 BILLION which he has SOLE DISCRETIONARY AUTHORITY on?

FOR WHAT are the MOUNTAINS OF MONEY which the national budget wants to ENTRUST TO PNoy?


Choose your wild, ladies and gentlemen. But BELIEVE ME, something smells like a DEAD RAT in the national budget.30

OFFICIAL P485.74-BILLION EXTORTION IN 2015 NATIONAL BUDGET!

There is an OFFICIAL P485.74 EXTORTION in the proposed 2015 national budget.

It’s OFFICIAL because it’s in an official measure.

It’’s EXTORTION because PNoy will have SOLE DISCRETIONARY AUTHORITY over the P485.74 BILLION, with Malacanang NOT PROVIDING ANY SPECIFIC DETAILS ON HOIW AND WHERE THE MONEY WILL BE SPENT.

Simply put, PNoy’s government is demanding P485.74 BILLION from us and THEY DON’T NEED TO EXPLAIN where our money will go. Just like a BULLY robbing the weak of their money without having to justify it.

In a story in manilastandardtoday.com, Bayan Muna Rep. Neri Colmenares broke down the P485.74 BILLION to P44.55 billion in off-budget accounts, P214.62 billion in special purpose funds, P123.05 billion in un-programmed funds and other lump sum appropriations amounting to P103.5 billion.

For the P44 billion, THERE WERE NO DETAILS, AS IN NONE.

PNoy’s government itemized the P214.46 billion into P61.31 billion for budgetary support for government corporations, P33.13 billion for assistance for local government units (LGU), P1 billion for the E-government Fund, 118.14 billion for the maintenance personnel benefit funds, P1 billion for rehabilitation and reconstruction and P28.6 million for “other” budgetary support for government corporations.
.
But NOT S SINGLE GOVERNMENT CORPORATION WAS NAMED. There was NO DATA on HOW MUCH WILL EACH CORPORATION GET AND FOR WHAT PURPOSE.

Same thing for the P33.13 billion assistance for LGUs.

No breakdown for the P1 billion for the E-government fund, no names and number of beneficiaries and justifications for the P118.14- billion for maintenance personnel benefit funds and NO SPECIFICS on what will be rehabilitated and reconstructed with the P1 billion and for what is the  P28.6 million for “other” budgetary support for government corporations.

There was NO BREAKDOWN OR ITEMIZED expenditures either under the P123.05-billion un-programmed funds, JUST GENERICS:

Another P5.06 billion for budgetary support for government corporations, P3.09 billion for support to foreign assisted projects, P20 billion for infrastructure projects and social programs, P30 billion for the Armed Forces modernization program, P200 million for general fund adjustments for use of excess income by agencies, P800 million for general fund adjustments for the share of the ARMM or Autonomous Region in Muslim Mindanao and P53.9 billion for equity value buy-out of the MRT Corp.

NO SPECIFIC government corporation, foreign-assisted project or infrastructure project and social program. NO BREAKDOWN on where the P30 billion for the military’s modernization will be spent. NO EXPLANATION on the need for the P200 million for general fund adjustments for use of excess income by agencies and  P800 million for general fund adjustments for the share of the Autonomous Region in Muslim Mindanao

NO EXPLANATION on how the P53.9 billion will be utilized for the MRT buyout.

The Office of the President allotted P25.87 billion to monitoring and evaluation activities for bottom-up budgeting and peace and poverty alleviation projects tin various government departments.

But NOT EVEN ONE ACTIVITY was identified by Malacanang and NOTHING WAS MENTIONED on how much will each agency get and why.

The Office of the President did not also give any breakdown on the P331 million in pensions for former Presidents and their wives.

FAT COMMISSIONS BEHIND EMERGENCY POWERS!

In our blog yesterday, I talked about deception in the power crisis.

I will change that now to being SOMETHING FISHY.To be more SPECIFIC, and BRUTALLY FRANK, FAT COMMISSIONS OR BRIBES are now rearing their IMMORAL HEADS.

A story in tribune.net.ph quoted Energy Secretary Jericho Petilla as warning in a House of Representatives hearing yesterday that the power supply for Luzon from March to June 2015 would be far below the required 700 megawatts. 

But he DID NOT GIVE DETAILS OR ANY EXPLANATION.

Petilla said the Malaya 1 and 2 power plants are good for a combined 600 megawatts and CAN ADDRESS the summer power shortage, although  both are old and unreliable.

But Petilla DID NOT POINT OUT ANY MOVE TO REHABILITATE OR STRENGTHEN the Malaya plants THIS EARLY TO SPARE THE PEOPLE FROM ADDED ELECTRICITY COSTS once the government contracts more power.

The ONLY THING HE REPEATEDLY EMPHASIZED, as what he has been doing for some two or three weeks now, is the need to grant emergency powers to PNoy to allow him to contract more power.

This, despite the fact that Speaker Feliciano Belmonte himself said that the House of Representatives is STILL WAITING for a draft bill on the emergency powers that should be given to PNoy.

And Petilla CONTINUES TO IGNORE, AND REFUSES TO CLARIFY, revelations by  Bayan Muna Rep. Neri Colmenares that BASED ON DATA from the DOE itself:

As of 2013, the installed capacity for the Luzon grid is 12,790 MW and dependable capacity is 11,469 MW. Peak demand is at 8,700 MW, with Meralco accounting for 6,121 MW.

Deducting dependable capacity from peak demand leaves 2,700 MW, NINE TIMES MORE than the projected 300 MW projected shortage.

State-owned power plants Malaya and Sucat power plant, with a combined capacity of some 1,000 megawatts (MW), MORE THAN THREE TIMES the supposed 300 MW shortage looming in 2015. are being sold to private individuals, instead of being immediately rehabilitated and recommissioned.

But Petilla himself has declared that Petilla said the government is expected to spend about $20 million (P860 million) per 100 MW yearly should PNoy be given emergency powers.

Petilla SHAMELESSLY IGNORES all these, as if these facts do not exist.

The only thing that matters for him is emergency powers for PNoy, and that he doesn’t have to explain anything THAT HE DOESN’T WANT TO EXPLAIN.

Petilla is TREATING US LIKE ROBOTS OR PUPPETS.

We should believe in everything he says WiTHOUT QUESTIONS OR PROOF, that HIS WORD SHOULD BE ENOUGH.


Please tell me, people, that it’s Petilla WHO’S STUPID, NOT US. I’m not. 30

DECEPTION IN 'POWER SHORTAGE' GETTING CLEARER!

Think about these, boys and girls:

It’s been some two since PNoy asked the Senate and the House of Representatives, for emergency powers to enter into contracts with power suppliers to prevent a supposed 300 megawatt (MW) shortage next year.

But UP TO NOW, neither PNoy nor Department of Energy (DOE) Sec. Jericho Petilla has SPECIFICALLY ANSWERED key questions on the issue like among others:

For today alone, a story in manilastandardtoday.com quoted Sen. Francis Escudero as asking, among others: WHO OR HOW WILL IT BE FINANCED, the added cost to us consumers, will the Malampaya fund be used for the contracts.

Earlier questions by the public and some lawmakers had included: What is the exact cause or causes and where’s the proof of the supposed forthcoming shortage, SPECIFIC DETAILS of how will the emergency powers be used and other possible remedies apart from new contracts.

And most of all, PNoy and Petilla HAVE NOT YET DENIED OR CLARIFIED the following expose by Bayan Muna Rep. Neri Colmenares, which was PUBLISHED in the newspapers and was BASED ON DATA from the DOE itself:

Anakpawis Rep. Fernando Hicap pointed out that no power crisis or shortage was mentioned in the government’s Philippine Energy Plan 2012-2030. again, the DOE HAS NOT DENIED THIS.

Petilla said the government is expected to spend about $20 million (P860 million) per100 MW yearly.

If PNoy’s government is willing to spend that much for leased power, WHY WOULDN’T THEY SPEND IT on the rehabilitation and re-commissioning of the Malaya and Sucat power plants?

PNoy enumerated the following justifications for seeking additional power:

Increased, forced power-plant outages especially in the summer months. But HE DID NOT CITE ANY ACTION his government has taken to minimize these, or the power plants concerned.
.
The El NiƱo and the typhoons that visit the country yearly, the de-rating and delays in the construction of power plants, even if these HAVE NOT YET HAPPENED and, again, WITHOUT SPECIFICS.

Part of the current supply comes from plants running beyond their maximum lifespan, like Agus 6 in Mindanao. But HE DID NOT POINT OUT ANY ACTION, if there had been any, that his government had taken.

C’mon, people, let’s show the world WE ARE NOT A RACE OF IDIOTS. That it’s only our President, and Petilla. NOT US!


IF PRICES RISE SKY-HIGH, BLAME CUSTOMS!

If prices of fruits, food stuffs, canned goods, milk and even ingredients used in making them go really SKY-HIGH in the coming weeks all the way to the Christmas season, blame the Bureau of Customs.

Not typhoons ‘Luis’ or “Mario,’ or the traffic but Customs.

Two long-time and tested informants of mine way back in my media days, one with Customs himself and the other a brokerage firm employee, gave me this STOMACH-TURNING and GRIM SCENARIOS:

The main reason why the ports remain congested up to now is because of the SLOWER THAN TURTLE PACE disposition of shipment release papers from the Customs Law Division.

And the astronomical grease money’ that accompanies the release papers. My Customs informant said the bribes are computed on a per container basis, with amounts going as high as P200,000 each.

My Customs informant revealed that he knows of at least two cases wherein a decision had been rendered as far back as April and May but the release papers are still with the law division.

When the release papers do finally come out form the law division, the importer still has to settle with the assessment division, in the process spending an additional P20,000 to P30,000 per container just to finally get their goods.

Add the storage/demurrage fees and other expenses and easily, the importer incurs more than P1 million in minimum added expenses.

Added costs which the importer WILL RECOVER, AND CAN ONLY RECOVER, FROM US CONSUMERS. Not from Customs, not from the importer’s supplier. the only way to do it…raise prices.

My Customs informant said this is also another MAJOR REASON why the ports got congested these past few months.

My broker informant said to date, their industry’s earnings have already gone down by as much as 30 to 40 percent, with importers simply refusing to import as often as they should

Even if their market or clients are still around, since they can’t be 10 percent sure if they’ll really earn from a shipment and how long will it take to get their goods out of Customs and recover their investments.  

“So don’t be surprised if you read or hear of Customs brokers reducing the number of their personnel, even if the Christmas season is  just around the corner,” my  informant cautioned. 30



DPWH HAS A LOT TO EXPLAIN ABOUT 'MARIO' FLOODS!

Department of Public Works and Highways (DPWH) Sec. Rogelio Singson has a lot of explaining to do on the flashfloods from Tytphoon Mario.

These are from two stories in inquirer.net yesterday”

The flash floods that SHUT DOWN Metropolitan Manila and nearby provinces WILL KEEP RECURRING until the DPWH can finish clearing the waterways, upgrading the pumping stations and unclogging the roadside drains.

The MMDA said 20 to 25 percent of the metropolis was submerged in floodwaters and 15 percent of roads were rendered impassable. All these despite more than 60 supposedly completed flood control projects by the DPWH, 56, of which are in Metro Manila.

So for Singson: HOW COME despite more than 56 supposedly completed projects, Metro Manila was still SHUT DOWN by floods from ‘Mario?’ Not just inundated but SHUT DOWN?        

While the floods may have receded faster than usual, the fact remains that these were HIGH ENOUGH, rooftop level in some areas, to paralyze the metropolis.

Worst, some areas which have been considered as critical FOR AGES when it comes to floods still suffered impassable levels of water, like Araneta Ave. in Quezon City, Espana in Blvd. in Manila and some areas in Malabon City.

These indicate three possible scenarios:

The supposed 56 projects were either of POOR QUALITY or LOUSY DESIGN that they CAN’T KEEP floodwaters to passable heights, which DO NOT NECESSITATE FORCED EVACUATION.

The supposed projects were NOT BUILT, FIRST, on known critical areas like Espana and Araneta Ave.

A combination of both.

So Singson had better detail the SPECIFICS AND PURPOSES of these supposed 56 projects, and JUSTIFY their INABIULITY to keep floodwaters to minimum levels.

He must show documentary proof that the supposed 56 projects were built TOTALLY ACCORDING TO PLAN AND BUDGET, with ALL PROGRAMMED MONIES ACCOUNTED FOR.

Singson must also immediately present a COMPLETE LIST AND PHOTOS of the supposed 56 projects for verification by the public.

He said among the 56 projects are: Upper Marikina River improvement program, four projects under the Mangahan Floodway Program, two projects under the Mangahan Floodway Dredging Program; the Marikina River dredging project and the Manila Bay seawall strengthening.

For the Marikina River alone, Singson cited two projects. But as well read and heard in media, FORCED EVACUATION had to be implemented when its water level lose to 20 centimeters.

On Singson’s warning that flashfloods will be back until his department finishes clearing the waterways, upgrading the pumping stations and unclogging the roadside drains:

He DID NOT EXPLAIN what’s taking them so long. He did not give even a tentative timeframe to finish the jobs.


Bottom line: Instead of ENLIGHTENING US, Singson SCARED US ! Andwe definitely DIDN’T DESERVE IT. 30

LEAVE THE BINAY CASE TO THE COURT!

I am not supportive of Vice President Jejomar Binay but since some senators and his detractors won’t stop using the media to hit him, here are some questions of my own:

First and foremost, a plunder case has already been filed against Binay so why must he still prove his innocence before the Senate?

If a case has not been filed and everything was just an expose, then it’s perfectly understandable to have a Senate investigation. But with the filing of the plunder raps, IT’S NO LONGER THE SENATE who will decide on the legality or illegality of the issues which had been raised.

IT WON’T BE THE SENATE who will impose penalties on Binay and his co-accused should they be found guilty of any illegal act.

So WHY WON’T THE SENATORS, IN PARTICULAR ALAN PETER CAYETANO AND ANTONIO TRILLANES, LEAVE THE ISSUE alone and just let the plunder case prosper, all the way to court if evidence warrants?

The country needs A WHOLE DAMN LOT MORE laws and other legislative work to solve poverty, unemployment, high prices of basic goods and services and other concerns NOT ONLY OF THE PEOPLE OF MAKATI BUT OF THE ENTIRE COUNTRY.

If Cayetano and Trillanes will say that it’s in the interest of truth and transparency, then they had BETTER EXPLAIN to the people why THEY ARE NOT SPENDING AS MUCH TIME AND ENERGY in investigating, among others,  Agriculture Sec. Proceso Alcala and Energy Sec. Jericho Petilla.

Alcala for the QUESTIONABLE RICE IMPORTATIONS AND ALLEGED OVERPRICING which had been exposed in media several months ago and Petilla for the WORSENING POWER SITUATION.

Does former Makati Vice Mayor Ernesto Mercado have any witness to his claim that he delivered bags full of bribe money to Binay? If yes, why doesn’t he present the witness?

It doesn’t follow that since it’s Mercado who had exposed the supposed bribe money, it’s already gospel truth.

Especially considering reports that Mercado has an axe to grind against Binay and has admitted to receiving bribe money himself, which gives him motive to save his neck by whatever means  possible.

Complainant Renato Bondal has ADMITTED TO LYING about the P1,000 overprice he had alleged on cakes for Makati’s senior citizens.

Why wasn’t he SANCTIONED OR PENALIZED in any way by the Senate, or by Cayetano and Trillanes? If Bondal CAN COMFORTABLY LIE on P1,000, there’s no reason why he can’t do it more casually on a bigger amount.

On the claim of Mario Hechanova, former head of Makati City’s general services, that Binay had ordered the rigging of the bidding, does he have witnesses? Does Hechanova have any physical evidence like written orders or video or audio recordings of Binay directing them to rig the bidding?

For Binay, I am with the people in asking for a detailed explanation of how he had amassed his wealth.

Bottom line, the Binay issue has so far been, on one end  a ‘tele-serye’ of one’ camp’s word against another, just words WITHOUT ANY HARD EVIDENCE, and on the other of senators on a SELECTIVE PROBE.

With hardly any regard for their PRIMARY DUTY OF COMING UP WITH PROPOSED LAWS for a better life for us, the people. 30

PNOY'S DUBIOUS ACCOMPLISHMENTS!

In a speech in Malacanang last Friday, PNoy cited the supposed following accomplishments of his administration:

Four million people have benefited from the conditional cash transfer (CCT) program of the Department of Social Welfare and Development (DSWD); coverage expansion of PhilHealth; 6.2 million graduates of TESDA courses since his administration came into office and 12,000 kilometers of roads that have been built and repaired.

Sa mga pro-PNoy na nagsasabing hindi ako patas, heto ha, malinaw. Nilagay ko ang mga accomplishments kuno ng Presidente ninyo. Ngayon, heto ang akin:

PNoy has been president for a little over four years now. At 365 days a year, that translates to approximately 1,520 days as of August this year. So if we take the average, that’s roughly 4,000 TESDA GRADUATES A DAY.

I repeat, 4,000 graduates, NOT MONTHLY OR QUARTERLY OR YEARLY BUT DAILY.

TESDA has NEVER BOASTED of this SUPPOSED accomplishment. Otherwise, it would have definitely done so, considering the political ambitions of its boss Joel Villanueva.

The same thing with the big known universities like UST, Ateneo, De  La Salle or UP. They would have definitely done so if they can since these will boost their market share or value to immeasurable highs.

That’s why personally, this is ANOTHER BULLSHIT of PNoy to boost his image.

But if VERIFIED LISTS OR RECORDS of these 6.2 million graduates in four years of TESDA will be presented, I will waste no time in correcting myself.

On the supposed 4 million beneficiaries of the CCT:

For those who don’t know, the CCT IS NOT AN ORIGINAL PROGRAM of PNoy. It’s a brainchild of former President Gloria Macapagal-Arroyo.

Therefore, the CCT already had beneficiaries when PNoy became president.

Kaya ang dapat sabihin ni PNoy na TUTOONG ACCOMPLISHMENT niya ay kung ilan, kung meron man, ang nadagdag na nakinabang sa CCT. Sa halip na ipagyabang niyang 4 milyon na ang nakinabang sa CCT sa ilalim ng administrasyon niya.

On the 12,000 kilometers of roads that have been built or repaired:

People from all sectors of  society have been asking for the EXACT LOCATIONS OF THESE SUPPOSED 12,000 KILOMETERS of roads since PNoy boasted about this in his State-of-the-Nation address last July (or was it June).

Up to now, NEITHER PNOY NOR THE DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS have presented proof of his sweeping claim.

Sa mga hindi nakakaalam, ang 12,000 kilometro ay MAS MAHABA PA  sa distanya sa pagitan ng Maynila at San Francisco sa California sa Amerika, na 11,206 LAMANG.

O sa distansya mula Maynila hanggang Canada, na 11,000 KILOMETRO LAMANG. Hindi ko sinasabing walang nagawang kalsada, ha.

I’m just after the TRUTH.

And again, if detailed and verified records of these supposed 12,000 kilometers will be presented in public, I will be among the first to praise PNoy and the DPWH,

PNoy said he will ask Congress to allow the national government to contract additional generating capacity to address a projected 300-megawatt (MW) power shortage next year.

PNoy even warned that power shortage could go up to 1,000 megawatts. Now, think about these, boys and girls:

Petilla said the government is expected to spend about $20 million (P860 million) per100 MW yearly.

If PNoy’s government is willing to spend that much for leased power, WHY WOULDN’T THEY SPEND IT on the rehabilitation and re-commissioning of the Malaya and Sucat power plants?

PNoy enumerated the following justifications for seeking additional power:

Increased, forced power-plant outages especially in the summer months. But HE DID NOT CITE ANY ACTION his government has taken to minimize these, or the power plants concerned.

The El NiƱo and the typhoons that visit the country yearly, the de-rating and delays in the construction of power plants, even if these HAVE NOT YET HAPPENED and, again, WITHOUT SPECIFICS.

Part of the current supply comes from plants running beyond their maximum lifespan, like Agus 6 in Mindanao. But HE DID NOT POIINT ANY ACTION, if there had been any, that his government had taken.

Unlike the DETAILED EXPOSES of Colmenares and Hicap.

C’mon, people, let’s show the world WE ARE NOT A RACE OF IDIOTS. That it’s only our President, and Petilla. NOT US!

DINKY SOLIMAN, THE INHUMAN!

So, one word is enough to describe Department of Social Welfare and Development Sec. Dinky Soliman – INHUMAN.

Ten months after super typhoon “Yolanda’ battered Leyte and other areas, no less than the Commission on Audit has found out the following INHUMANITIES of Soliman:

ALMOST P800 MILLION in ‘Yolanda’ relief funds remain UNDISTRIBUTED and kept at DSWD BANK ACCOUNTS.

A total of 7,527 family food packs worth P2.7 million; 95,472 assorted canned goods; 81 packs of noodles and, 21 sacks of rice for Yolanda’ victims in the Visayas have been SPOILED OR UNFIT FOR HUMAN CONSUMPTION in DSWD warehouses.

Now, think about these, people: Dinky NEVER TALKED TO MEDIA, or to the public, about the unused P800 million.

Even if the MISERABLE, or SUB-HUMAN condition of “Yolanda’ victims were CONSISTENTLY SPLASHED and reported or broadcast in nationally circulated newspapers or radio/TV stations.

Kayo na ang magisip, mga kababayan: GAANO KARAMING PAGKAIN, GAMOT, DAMIT at iba pang pangangailangan ng mga biktima ang NABILI o NATUGUNAN sana ng halos P800 milyon?

Ilang libo, o ilampung libo na sana sa mga biktima ang NAKINABANG DITO?

Soliman would probably come up with a million reasons why the money is still in DSWD’s bank accounts. Whatever will it be, it will still show that SHE’S INCOMPETENT TO THE MAX for failing to remedy it after 10 long months.

But here’s the catch, boys and girls: That P800 million or so is DEFINITELY EARNING INTEREST.

I don’t know the details of the DSWD account holding it but to give you an idea, even a one percent interest would amount to P8 MILLION. If you further reduce the one percent to one half, it will still yield a P4 million interest.

Kaya ang tanong: MAGKANO ANG INTERES ng pera sa bangko at KANINO NAPUPUNTA ito?

Sa mga napanis na pagkain naman:

Hanggang ngayon, LIBU-LIBONG BIKTIMA ang namomroblema hanggang ngayon kung PAANO MAKAKAKAIN ng sapat sa araw-araw.

Pero NAATIM NG KONSYENSIYA AT SIKMURA ni Soliman na HUWAG IPAMAHAGI sa mga biktima ang libu-libong de lata at pakete ng pagkain na nasa bodega lamang ng DSWD, hanggang sa MAPANIS ang mga ito.

Sa mga magtatanggol kay Soliman, isipin muna ninyo ito: KUNG GINUSTO NIYA, NAIPAMAHAGI AGAD ang mga pagkaing iyon dahil SIYA ANG BIG BOSS ng DSWD. Kanya ang pinal na desisyon.

At higit sa lahat, HANGGANG NGAYON AY WALA pang nilalabas na kuwenta si Soliman kung MAGKANO ANG KABUUANG DONASYONG NATANGGAP ng DSWD para sa mga biktima ni ‘Yolanda,’ at SAAN NAPUNTA ANG PERA.


If PNoy won’t suspend or place Soliman under investigation, then this is another UNDENIABLE PROOF that his ‘tuwid na daan’ is ONE STINKING bullshit.30

DAP HONESTY TEST FOR PNOY!

A story in tribune.net.ph says Budget Sec. Butch Abad will need the permission of PNoy before he appears in a question hour in the Senate to answer queries on the illegal Disbursement Acceleration Program. (DAP).

Kung WALANG TINATAGONG ANOMALYA SA DAP, WALANG DAHILAN para tumanggi si PNoy

If PNoy refuses to allow Abad, then HE AND HIS BOYS SHOULD NOT COMPLAIN if they start getting accusations of UNLAWFUL AND IMMORAL acts behind the DAP.

Dahil KAWALANGHIYAAN LAMANG ang nanaising ilihim o huwag mabulgar ninuman, HINDI ANG KABUTIUHAN.

PNoy has been very, very vocal in defending the DAP and its supposed benefits left and right, wherever he goes. So allowing Abad in a Senate question Hour would be a golden opportunity for them to prove their claims.

Kung hindi niya papayagan si Abad, WALA SIYANG KARAPATANG KUMONTRA, o sinuman sa mga tao niya, pag nabansagan siyang DOBLE-KARA o MANLOLOKO.

And somebody had better tell Presidential Spokesman Edwin Lacierda to SHUT UP and stop saying that Abad had already discussed in a Senate hearing what would likely be sought from him in a Question Hour.

Una, para sa mga hindi nakakaalam, IBA ang hearing sa question hour. Sa hearing, maraming mga tinatanong na testigo. Sa Question Hour, ISA LANG.    

Secondl, Lacierda is NOT GOD NOR NOSTRADAMUS to know in advance, or even hint with confidence, that the Question Hour would just be like the Senate hearing.

Ano ang malay ni   Lacierda sa mga itatanong ng nagpanukala ng Question Hour na si Sen. Miriam Defensor Santiago? May leakage ba siya ng mga tanong ng senadora?

Keep in mind, guys, that HUNDREDS OF BILLIONS OF PESOS had been diverted to the DAP. Of these, reports say as much as P144 BILLION remain unaccounted for.

Inuulit ko, P144 BILLION. Mas malaki pa ng MAHIGIT 10 DOBLE SA P10-bilyong pinaguusapan sa PDAF at mahigit 60 DOBLE pa sa iniimbestigahang P2-bilyong anomalya kuno sa Makati City Hall building 2.

KAWALAN NG PAKIALAM NI PNOY!

A story in manilastandardtoday.com says according to Energy Secretary Jericho Petilla, PNoy is now seriously considering emergency powers from Congress to address the impending energy crisis next year.

Two NAUSEATING, STOMACH-TURNING truths to this pronouncement:

This is UNDENIABLE PROOF that PNoy DOESN’T GIVE A SHIT to the people. For Petilla, this is an INDIRECT ADMISISON of his TOTAL INCOMPETENCE which merits NOTHING LESS THAN HIS TERMINATION by PNoy.

The story quoted Presidential spokesman Edwin Lacierda as saying that PNoy had been informed about the energy problem months ago, even before his State of the Nation Address last July.

But NOWHERE in the story will you find EVEN ONE STEP which PNoy took.

The only move PNoy made was to instruct Petilla to COORDINATE, or MAKIPAGUSAP, with the Energy Regulatory Commission (ERC) and other concerned agencies.

MALA-KRISIS NA ANG PROBLEMA, MAKIKIPAGUSAP PA LAMANG. Wala nang ibang puwedeng itawag dito kundi KAWALAN NG PAKIALAM.

To those who will say that it’s Petilla’s job, don’t forget that IT’S ALSO PNOY’S JOB TO SEE TO IT that the secretary performs his task. Si PNoy ang ULTIMONG DAPAT MANAGOT SA ATIN dahil siya ang presidente, hindi si Petilla.

As to Petilla, his forecast of PNoy asking for emergency powers only means HE CANNOT DO HIS JOB OF PROVIDING, AND ENSURING ENOUGH ELECTRICITY for the people.

Instead of easing up under Petilla’s watch, the energy crisis is WORSENING. So it’s now PNoy who should do his job. Kaya KAPAL to the max na lang ang pagmumukha ni Petilla kundi pa siya MAGRE-RESIGN.

Just a word of caution, people:

The electricity crisis and emergency powers for PNoy can very well be a PUBLICITY GIMMICK to hopefully CONDITION our minds that HE NEEDS A SECOND TERM to completely solve the problem.

HUWAG MAGPAPALOKO ANG SINUMAN.

There has never been any known program or long-term project by PNoy to increase the electricity supply since he assumed office.

Kaya kung kikilos man siya, DAPAT LANG DAHIL TRABAHO NIYA YUN, NA HINDI NIYA GINAWA AGAD. WALA tayong dapat ipagpasalamat o tanawing utang na loob.
