2014 BUDGET DEMOTES PNOY TO A CASHIER!

I wonder if PNoy’s advisers realize that the P1 trillion in funds in the proposed 2014 national budget which can be released only with his approval will technically DEMOTE HIM TO A MERE CASHIER.

Malacanang officials can deny PNoy’s supposed P1trillion ‘pork barrel’ funds for as long as they want.

But until they issue a DETAILED BREAKDOWN, the BIG QUESTION REMAINS:  Why must  P1 trillion, or 1,000 BILLIONS,  be placed SOLELY at PNoy’s disposal?

A trillion pesos for NO SPECIFIC PURPOSE.

Judge for yourself, boys and girls: As former National Treasurer Leonor Briones outlined it, among others:

Budgetary support to government-owned and controlled corporations P36.268 million; support to foreign assisted projects, P16.124 billion; general fund adjustments, P1 billion; support for infrastructure projects and social programs, P56.349 billion; AFP modernization program, P10.349 billion; debt management program, P10.894 billion; risk management program, P30 billion and people’s survival fund, P500 million; budgetary support to government corporations, P45.7 billion; allocation to local government units P19.7 billion; calamity fund, P7.5 billion; contingent fund, P1 billion; DepEd School Building Program, P1 billion; e-government fund, P2.479 billion; international commitments P4.8 billion; miscellaneous personnel benefits fund, P80.7 billion; Pension and Gratuity Fund, P120.5 billion; Priority Development Assistance Fund or lawmakers’ pork barrel, P27 billion and Feasibility Studies Fund, P400 million.

First point:

The supposed beneficiaries of the funds constitute a WIDE VARIETY of agencies and responsibilities/expertise. They have their OWN EXPERTS and personnel who control and manage their monies.

So WHY MUST IT BE ONLY PNOY who can release their money?

What is HIS MORAL AND PROFESSIONAL right to have the LONE AUTHORITY to release the funds?

This setup implies that PNoy is THE BEST among the finance and accounting people of the beneficiary agencies. I’m sure even Malacanang would not assume this.

Which will then bring us back to the question: BAKIT SI PNOY LAMANG ang puwedeng MAGPALABAS ng P1trilyon?

Keep in mind, people, that questions over the P1trillionhave been raised for the past several days. But up to now, NO SPECIFICS OR DETAILED BREAKDOWN has been MADE PUBLIC by Malacanang or any concerned government official.

TRILYONG PISO ang agad na inilaan sa kung anu-ano kunong pondo. Pero SILA-SILA LANG  ang nakakaalam kung para saan ang perang ito.
