MINDANAO POWER CRISIS: PNOY FOOLING THE PEOPLE

In obvious DESPERATION to take the GROWING PUBLIC OUTCRY off his back, PNoy has resorted to MISLEADING the people on the Mindanao power crisis.

Since he CANNOT GIVE ANY VALID (and I mean every letter of it) EXCUSE, for the WORSENING power crisis in Mindanao, PNoy has again done the ONLY THING HE DOES BEST – BLAME former President Gloria Macapagal-Arroyo.

While campaigning for his senatorial bets in Ozamis City, an abs-cbnnews.com story quoted PNoy as saying of the Arroyo Administration:

“Madaling salita po kapabayaan nila. Makikita naman, nakikita naman nila na dito patungo ito, ano ang ginawa nila? Kasama ba namin ang mga gumawa nito? Iyong pinalitan natin nine and half years po.“

But if you read the ENTIRE STORY, you will NOT FIND ANY SPECIFIC DETAIL for his l
latest mudslinging of GMA.

NO FACTS, FIGURES, DATES AND LOCATION on what the GMA presidency had supposedly not done where, when, for what purpose or for whom. No names of people who were supposed to be responsible.

NO SOURCE OR BASIS of his attack. NO NOTHING. Basta kasalanan ni GMA, and her people, tapos.

Yung balak magsabing pro-GMA ako or this is in defense of GMA, BASAHIN MUNA NINYO ito mabuti at yung abs-cbn story NG BUO bago n’yo ko akusahan.

The story said PNoy questions the validity of his administration being blamed for the Mindanao power crisis.  Take your pick, boys and girls:  He’s TOTALLY, AND GROSSLY, MISINFORMED or is simply IGNORING the truth just to have GMA as a SCAPEGOAT again.

PNoy is NOT being blamed for the Mindanao power crisis itself. I don’t recall anybody having blamed him for it.

How can he be blamed when HE WAS NOT PRESIDENT YET when the Mindanao power crisis started? Who was the IDIOT WHO DID NOT HAVE THE COMMON SENSE to realize this, PNoy himself or his advisers?

PNoy is being attacked for the Mindanao power crisis because IT HAS WORSENED, instead of IMPROVED, under his administration.

PNoy has been president for almost three years.  But neither he nor his boys could point out or show anything they have done which has led to a SUBSTANTIAL AND SUSTAINED INCREASE in the Mindanao power supply.

I will gladly stand corrected if anybody can give me facts to the contrary.

PNoy said the 300-megawatt coal-fired power plant of Aboitiz Power Corp. in Davao could have been online by next year if not for questions from several stakeholders.

If that plant is really safe, then Aboitiz should not have any problem proving it to start construction immediately. If Aboitiz is facing difficulties in doing so, then it’s the company’s problem.

HINDI ng mga taga-Mindanao.

PNoy cited illegal logging in a watershed during GMA's term as another reason for the Mindanao power crisis. But, again, no details/facts. And worse,  HE DID NOT CITE ANYTHING he had done to remedy the problem.

ottom line: GMA is not the issue. It’s the Mindanao power crisis, WHAT HAS PNOY DONE to solve it in the almost three years since he became president and most of all., CAN HE SOLVE THE PROBLEM OR NOT?   30

YOU'RE TOO OLD FOR GIMMICKS, SIXTO!

CONTRARY to his HIGHLY-PUBLICIZED threat of seriously considering to quit following FOUR DEFEATS in the Supreme Court Commission on Elections (Comelec) Chairman Sixto Brillantes Jr. is now saying he won’t resign.

My take, and at the risk of sounding disrespectful to an elderly:

Huwag ka nang magbalak ng PANGALAWANG PUBLICITY GIMMICK, Mr. Chairman. MASYADO ka nang MATANDA para diyan.

An inquirer.net story quoted Brillantes as saying: “Hindi ko iiwan ang taumbayan (I will not leave our countrymen)” as his reason for staying as Comelec chair.

My take:  SHAME ON YOU for using the Filipino people to justify your  CLINGING TO YOUR POST.

I’m not a lawyer but I will dare say that there’s no law which provides that you should still be Comelec chairman for the elections to push through.

The people have also not forgotten that the Comelec is a collegial body which decides based on the consensus of the majority, and NOT ON YOUR SOLE JUDGMENT.

Unless you’ve been running the Comelec under a ONE-MAN RULE.

Or SOMETHING MUST BE DONE for the elections and ONLY YOU can do it, or has the authority to carry it out.

So  here’s hoping you will have the DECENCY and PROFESSIONALISM, Mr, Brillantes, NOT TO USE the people again as a SHIELD for your  double-talk, regardless of the degree.

Or to HIDE YOUR INCOMPETENCE as you hold on to your highly-coveted position.

With your incompetence on record, Mr. Chairman, the people, and the country, CAN DO VERY WELL WITHOUT YOU.

For those who don’t know, Brillantes declared he’s considering resigning  after the Supreme Court issued a Temporary Restraining Order (TRO) against Comelec’s airtime limit rule.

It was the FOURTH time for the Supreme Court acted against the Comelec under Brillantes’ watch.

As my late dad once taught me, ANG TUNAY NA LALAKI PAG NAGBANTA,PINANININDIGAN.  30

KAPAL NG MUKHA NI BRILLANTES, AT PNOY!

Tingnan ninyo kung GAANO KAKAPAL ANG MUKHA ni Comelec Chairman Sixto Brillantes, at ni PNoy:

A manilastandardtoday story quoted him as saying: “My plan is to ask the President if he can give me an ambassadorship so I can rest. I’m tired at the Comelec. I’m serious.”

At KAPANGYARIHAN AT IMPLUWENSIYA bilamg ambassador.

I have not heard or read of any contribution by Brillantes for the good of the country which warrants the HUGE BENEFITS AND INFLEUNCE he wants. WHILE RESTING. As in NONE. Anybody correct me if I’m wrong.

Kaya WALANG DAPAT TANAWING UTANG NA LOOB ang Sambayanan sa iyo, Mr. Brillantes, para BAYARAN AT GASTUSAN ng buwis namin ang pamamahinga mo.

The same story quoted PNoy as saying:

“I will plead with our chairman. I’m at his disposal. When he feels that he’s ready to meet with me, I’m always ready to meet with him”.

PISO MANALO  P100,000, SI PNOY LANG ang pangulo ng bansa SA BUONG MUNDO na  KAYA NG SIKMUA, AT MUKHA, NA MAGMAKAAWA sa isang WALANG SILBING (incompetent) tauhan na huwag siyang iwanan.

Brillantes had threatened to quit following a Supreme Court stopping the Comelec from imposing new radio and TV airtime limits on candidates.

It was the THIRD REVERSAL by the Supreme Court of Comelec rulings under Brillantes. NOT JUST THE FIRST, THE THIRD. That means the Comelec rulings were LEGALLY QUESTIONABLE.

PNoy even had the nerve to scold the Supreme Court, as he said in the story: “You make the elections more costly. There might be more temptation to become corrupt to be able to fund (airtime).”

Kaya n’yo yun? Ako, never.

KASALANAN NG COMELEC kung natatalo man sila sa Korte Suprema. Ginagawa lamang ng Korte Suprema ang trabaho nila, ang ITAMA O PIGILAN ANG MALI!

Our honorable Supreme Court justices are neither blind nor deaf not to see or hear legal infirmities in actions not just by the Comelec but by any other government agency.

And they’re definitely NOT STUPID to allow any wrongful act once it reaches their attention.

Most of all, somebody had better hammer into the heads of PNoy and Brillantes that we’re in a DEMOCRACY, where the rule of law should prevail, and not in a DICTATORSHIP wherein what the ruler wants is what should be dome.  30

KRIS AS TOP TAXPAYER CHEAP 'PRAISE RELEASE'

It’s getting clearer that the news reports about Kris Aquino being the country’s top individual taxpayer is NOTHING MORE THAN A ‘PA-CUTE’ press release.

An inquirer.net story said billionaire and Megaworld real estate empire founder Andrew Tan paid P60.1 million in taxes for all his sources of income for 2011, bigger than Kris’ 49.8 million. .

But lnot only did Tan not find his name on the top taxpayers’ list, he was NOT EVEN ACKNOWLEDGED by the Bureau of Internal Revenue (BIR) which issued the press release on Kris.

The inquirer.net story said documents furnished to them by Tan;s office showed the following earnings and tax payments:: P518.1 million in cash dividends from his stock holdings, P51.8 million final withholding tax which is excluded from income tax return filing; P22.2 million in salaries from companies he owns and works in, P7 million in income taxes and P3.8 million in director’s and consultant’s fees, P1.2 million in  taxes.

BIR Commissioner Kim Henares had earlier said “only those who filed income tax returns (ITRs) will find themselves on the top 500 list.”

Regardless of whether or not Henares is correct, the point is Tan had POURED MORE MONEY into government coffers than Kris. Even if he can’t be on the top taxpayers’ list, he DESERVES NOTHING LESS than recognition

Anybody correct me if I’m wrong. Withholding tax or not, the bottom line is IT WAS PAID to the government.

I don’t work for Megaworld, let that be for the record. My point is, had he wanted to, Tan could have easily reduced his tax payments with all his resources and experts he could very well afford to tap.

But still, he paid P60 million.

Take note, people, the Kris top taxpayer story came out at a time when PNoy’s government is getting MORE ATTACKS than praises from all sectors OF SOCIETY.

And her CHEAP, VULGAR gimmick of crying in live TV while announcing her resignation from all her TV shows and leaving show business to spare PNoy from her problems was IGNORED by the people.

SUSPICIOUS REPLIES BY SWS, PULSE ASIA

The refusal of the SWS and Pulse Asia to reveal if candidates in the May elections have paid them for surveys is both SUSPICIOUS AND REVEALING..
SWS legal counsel Albert Bacungan said: “Our position is that they (clients) did not pay for the survey. They are paying a fee to obtain access to certain data on non-commissioned questionnaire items.”
The data on non-commissioned questionnaire items are part of the survey. So if this is still not paying for the survey, what the hell do you call this, Mr. Bacungan?
Pulse Asia president Ronald Holmes said survey firms work independently, and it is their responsibility to conduct surveys with or without sponsors.
So if there are no sponsors, Mr. Holmes,  who pays for, or how do you pay for the salaries of your employees and office expenses?  You wouldn’t have the stomach to say they work for free, would you?
Both SWS and Pulse Asia say they are not required by law to disclose their sponsors.
That, I must admit, I wouldn’t know for sure. But remember, people, founders/officials of both the SWS and Pulse Asia are linked to the family of PNoy.
And as an old cliche goes, if there’s nothing to hide, then  there’s nothing to find.
Considering the long-held doubts on the accuracy and impartiality of their surveys, SWS and Pulse Asia should take this as a golden opportunity to prove that they’re as fair and factual as they profess to be.
When somebody skips a chance to prove his or her fairness and honesty, ,that person knows the truth is the contrary.
If SWS and Pulse Asia would not reveal the sponsors of their election surveys, and their source of income if they’ll say they have no sponsors, NASISIRAAN NA NG BAIT ang patuloy pa ring maniniwala sa kanila.30.

BIR, KRIS AQUINO,MUST EXPLAIN!

The Bureau of Internal Revenue (BIR) and Kris Aquino have a lot of explaining to do about her being the country’s number one income taxpayer.

First: Does this mean that SHE EARNED MORE than Henry Sy Sr. Lucio Tan and the other billionaires in the country?

I have not seen or heard of any company or group of companies owned by Kris, solely or in partnership with others, which earn more than Sy’s SM mall chain or his Banco de Oro and other big businesses. Or Tan’s Allied/PNB bank and Asia Brewery. Anybody correct me if I’m wrong.

So how much did Kris earn compared to Sy, Tan and the other billionaires?

Since she’s the supposed number one individual taxpayer, that means Kris earned more than what the billionaires earned from their companies. How could this be?

Were the sources of and incomes declared by Kris 100 percent accurate and totally legitimate? Was any probe conducted to determine the accuracy and legitimacy?

Since she paid more taxes than the billionaires, the assumption now is Kris in the league of the richest of the rich.

If Kris or the BIR will say she is, where is she getting her money?

Apart from not having any known multi-million or multi-billion business or businesses, the only known big sources of income of Kris are TV and movie appearances and commercials

If she’s not yet among the richest of the rich, why is Kris paying a lot more taxes than the billionaires?

Sy, dubbed the richest man in the Philippines by Forbes magazine, paid only P16.58 million in income tax. Tan, the second richest, paid only P10.78.

For BIR Commissioner Kim Henares, she should give a DETAILED JUSTIFICATION why the billionaires are not among the country’s top 10 taxpayers.

The billionaires have ALWAYS BEEN ACKNOWLEDGED as billionaires.

Their sources of their billions have always been visibile, like:  Lucio Co’s chain of Puregold supermarkets, George Ty’s Metrobank and Tony Tan Caktiong’s Jollibee.

As far as I can remember, Kris has NEVER BEEN CLASSIFIED AS A BILLIONAIRE.

Who computed the tax liabilities of the billionaires?  Why are these SO LOW compared to that of Kris and known business executives from various companies?

WHO approved the highly-suspicious income tax liabilities of the billionaires? On what grounds?

Whatever replies will be given to these queries, one thing’s for sure:

INSTEAD of being pictured simply as a law-abiding citizen even though she’s a presidential sister, Kris has just been thrown into an UNFATHOMABLE DEPTH of suspicion by the press that she’s the country’s top individual taxpayer.30

THE MORE WE SHOULD NOT BELIEVE BIAZON!

Customs Commissioner Ruffy Biazon himself has given the people MORE REASONS to call for his ouster.

A manilastandardtoday.com story said in a press conference Friday, Biazon identified former Customs Deputy Commissioner Gallant Soriano as the “Mr. G.” who is spearheading efforts to destroy him with reports of rampant smuggling of agricultural and petroleum products.

For the record, I do not work for, and do not know, this Soriano. Now consider these, boys and girls:

When you say demolition, or black propaganda, that means TOTAL LIES or HALF-TRUTHS about you are being spread by some people to destroy your reputation.

First: Up to now, Biazon could NOT PRESENT DOCUMENTARY proof belying news reports that a total of P62 billion in taxes – P:32 billion from agricultural products and P30 billion from oil products,

Biazon had questioned the amounts. But he did not present his own figures and the basis for these.

So how can it be a demolition job?

Unless he has papers as proof, it would appear that for Biazon, telling the truth is a demolition effort against the subject.

A TOTALLY UNDEMOCRATIC  pont of view.

Second: Biazon specifically accused Soriano. But again, HE DID NOT PRESENT ANY PROOF. And in a press conference, he neither confirmed nor denied pointing to Soriano as the brains  behind the supposed ouster campaign against him.

ANO BA TALAGA?

Biazon was quoted in the story as saying:: “I don’t know the person and I haven’t met the person. I don’t know him, so that’s it.”  Then, Soriano HAS NO REASON to lead supposed efforts to kick him out of office if they don’t even know each other.

Biazon said all he knew was Soriano wanted to be Customs commissioner. Again, no proof. Add to this Soriano’s categorical denial and declaration that he’s not evem applying to replace Biazon.

So, the questions:  Why did Biazon drag the name of Soriano if he NO PROOF WHATSOEVER?  What was his basis? Who fed the name to him? Did he do so on his own or on orders or advice of somebody?

If Biazon will deny naming Soriano, then where did the name come from and how did it reach media?

Shame on him if Biazon will say he also doesn’t know.

SMUGGLING WILL GET WORSE!

Expect smuggling to worsen in the coming days, people.

For the simple reason that President  Aquino DOES NOT plan to  do anything to Customs Commissioner Rufino Biazon despite revelations of P32 billion  in lost government revenues to smuggled agricultural product in 2012 alone.

Based on data from the Bureau of Customs itself.

Plus another P30 billion in lost taxes to smuggled oil products, revealed by not less than Petron. .

In a story in manilastandardtoday.com, PNoy even defended BIazon against calls for the Customs chief to quit. And worse, Pnoy did not even ask Biazon to explain, or order an investigation into the smuggling exposes.

The manilastandardtoday story quoted PNoy as saying of Biazon: “The call for him to resign was a result of the many criticisms hurled his way, but Commissioner Biazon knows we have a solid plan…it is just a matter of agreeing on the timing as to when we (will) implement our action plan.”

My take: Biazon is being asked to resign because he’s doing a LOUSY JOB, for whatever reason, whether it’s within or beyond his control.

PNoy said it’s only So who’s accusing Biazon. Isang libo, dalawa, sampu,,100 libo?

Take note, people: PNoy DID NOT GIVE any hint of the supposed plan against smuggling.

PNoy’s  boys and supporters might say the plan’s confidential. Granted.

As I had stated in an earlier blog, I haven’t heard or read of any THOROUGH, MARATHON and NO-HOLDS BARRED probe of smuggling since PNoy became president.

Neither has there been a call for an Senate or House of Representatives investigation into the problem. Anybody correct me if I’m wrong.

BIAZON'S SIDE, MY TAKE

In the interest of fair play, here is Customs Commissioner Rufino Biazon’s side on the rampant smuggling of rice and oil, from a story in the manilastandardtoday.com website:

In a press conference, Biazon said if reports that P32 billion worth of agricultural and P30 billion worth of petroleum products were smuggled into the country in 2012 alone were true, “then the World Customs Organization (WCO) would not have invited me to speak (in Panama where he had come from).

My take:  Of course, he will be invited since he is the Customs chief. The WCO is NOT STUPID to invite the Finance secretary, Biazon’s boss, or the secretary of any other department like Justice, to speak on Customs matters.

Biazon questioned the P32-billion computation of Abono chairman and Swine Development Council Director Rosendo So, BASED ON CUSTOMS RECORDS,”  on the rice, chicken, onions and other agricultural produce which were illegally brought into the country, describing the issue as “not that simple.”

My take: Biazon DID NOT CITE ANY BASIS, like formulas or more accurate Customs records, for his doubt on So’s figures. Neither did he give his own estimate of the amount involved.

Biazon said the WCO recognized the Philippines’ efforts to fight smuggling.

My take: He DID NOT PRESENT any written recognition, nor revealed exactly what iit purportedly said.

Biazon said “we’re exerting all efforts to fight smuggling.”

My take:  He DID NT SPECIFY the supposed efforts. He did not give any idea what’s it all about, when was it started, who conceived it and what’s the success rate, if any.

Biazon said measures were being undertaken to curb oil smuggling.

My take: What exactly are these measures? When were these started? More importantly, how come oil smuggling is at a staggering P40 billion a year if there are indeed measures to fight it?

Biazon said Customs was in close coordination with the Finance Department on how to limit the importation of petroleum to specific ports for easier tracking.

My take: Biazon has been Customs commissioner for more than two years. And yet,, HE’S STILL IN THE COORDINATION PHASE for a new strategy to control oil smuggling.

WHAT THE HELL then has he been doing about it since he took office? Has he ever done anything? If yes what? If no, why not?

Biazon said unnamed groups, with an alias Mr. G as the brains, was working to oust him. But he did not give details.

My take: LUMANG GIMMICK  na iyan.

Mga kababayan, kayo na ang humatol! 30

BULAG ANG GOBYERNO SA BIG-TIME SMUGGLING!

The DESPICABLE, STOMACH-TURNING reality about the P32 billion worth of rice, onions, meat and poultry products and P30 billion worth of petroleum products which have so far been smuggled into the country is not just the illegality of the act or the amounts of the contraband.

Citing records from no less than the Bureau of Customs (BOC), Abono chairman and Swine Development Council Director Rosendo So was quoted in news reports as saying:

“In 2012 alone, the total volume of smuggled agricultural products amounted to P32 billion. As much as 600,000 metric tons of rice worth P10 billion, smuggled chicken and pork products reached P8 billion, fish and aquatic products at P3.8 billion, sugar at P4.8 billion, and onion and other vegetables at P3.5 billion.”
Ibig sabihin, alam ito ng  BOC.

Before I wrote this piece, I browsed the websites of various media outfits and the BOC has yet to deny So’s figures. And take note, people, So’s figures were only for last year.  We’re now into the fourth month of the current year.

Ngayon, isipin ninyo ito, mga kababayan:

Has PNoy, or Customs Commissioner Ruffy Biazon, ever RELIEVED or SUSPENDED anybody over smuggling? Has any big-time smuggler been arrested and charged?  Even one?

So said local farmers submitted a manifesto to President Aquino’s more than a month ago to ask for immediate measures to curb rice smuggling. But the UNLAWFUL ENTRY of rice continues.

Hindi na PAGBUBULAG-BULAGAN lang ito. PAGBIBINGI-BINGIHAN PA!

Similarly, on oil smuggling:

Have you ever heard of even one measure which was being undertaken to minimize, if not solve the problem?

Has the Aquino Government investigated even one oil company, or any of its officials? Any government official assigned to the oil industry? Or even one shipping firm, oil trader or any other related entity or personality?
Have you ever heard PNoy, or any Malacanang official, call for or propose a congressional inquiry into oil smuggling?

11 SIGNS YOUR BOYFRIEND REALLY LOVES YOU

Hey girls, here’s how you can tell if your boyfriend really loves you. Guys, you can pass this on to your daughters, sisters, relatives and friends.

He continues to be as caring and concerned as the day he started courting you.

If he wants a date but you have to finish something for the office or for school, he won’t insist and will instead volunteer to help in any way he could.

Even if the two of you haven’t gone out for quite a while.

Whenever you have a problem, at home or at the office, HE DOESN’T DISAPPEAR and is with you ALL THE WAY until it is solved.

He is as worried as you are if there is a sick or problematic member of your family. Not just verbally but through action, like accompanying you and the sick to the doctor or in helping you think of and find solutions to the problem.

Unless he’ll be tied down to work or other circumstances beyond his control, he sees to it that he brings you home nightly, especially if the weather’s terrible or you’ll finish late at school or at work.

He is as sweet as ever with you.

He still opens doors for you, pulls your chair whenever you dine out, goes out of the car or the cab first and takes your hand as you follow and patiently waits for you and doesn’t eat ahead if you arrive late.

He calls or gets in touch with you as often as usual if he's on an out-of-town assignment.

He speaks his mind out when he thinks you’re wrong, not just about your relationship but with anything else. This means he really loves you because he wants you to be a better person.

And he never humiliates you in front of anybody whenever you’re at fault.

Most of all, as the message of an old song goes, he loves you for what you are, not for what he intends or hopes you to be. 30

MAY POLLS' CREDIBILITY HIGHLY DOUBTFUL

The CREDIBILITY of the May elections has just been PLACED IN VERY SERIOUS DOUBT by Deputy Presidential Spokesperson Abigail Valte.

And for that matter, the Commission on Elections (Comelec).

A story in tribune.net.ph quoted Vakte as saying that “we have already been told, we were given advance information, that the Comelec does concur with the position of the  Office of the President  that (the appointment of two Comelec commissioners) is not covered by the March 29 appointments ban.” .

But Valte DID NOT CITE any law as their basis.

If the Comelec gave an advancer to Malacanang, we HAVE NO GUARANTEE that it will not transmit any other sensitive information to PNoy which can be helpful to PNoy’s candidates in the May polls.

Sensitive data like technical details and secrets of the PCOS machines, location plans or technical descriptions of voting precincts in selected areas (if not nationwide) and the poll body’s feedback from the field on the true sentiments of the people.

For all we know, these data may have already been transmittedto Malacanang.

If the Comelec will help or support PNoy this early, we have no assurance that it will not help Team PNoy senatorial bets and local lLP candidates come Election Day.

What CLEAN and IMPARTIAL POLLS can we expect now?

When he was running for president in 2010, PNoy repeated like a broken CD that the appointment of then Supreme Court Associate Justice Renato Corona as Chief Justice by then President Gloria Arroyo was unconstitutional since the election ban was in effect.

When he won, PNoy still refused to recognize Corona as Chief Justice despite a Supreme Court decision that the appointment was legal and valid.

Pag kalaban niya, BAWAL. Pero PAG GUSTO NIYA, DAPAT PUWEDE.

WATCH OUT on Election Day, people. And from now on, keep your eyes WIDE OPEN  to EVERYTHING related to the polls.

browsed the news websites before I wrote this piece and all that the government has bared up to now are exit points for our countrymen should their evacuation be necessary.

Take note, guys:

The government  CAN’T GUARANTEE that there are ENOUGH VEHICLES and escape routes for our countrymen, which is estimated at 40,000 to 50,000  plus.

Once they reach the exit points, are there ready shelters for our countrymen to keep them safe from gunfire or explosions and other deadly features in the battlefield? If there are, how many? ‘

If none, why and when does the government intend to have some?

North Korea has threatened to use nuclear weapons against South Korea in the event of hostilities. Malacanang claimed in news stories that the government is ready evenfor a nuclear fallout. Really now?

HOW MUCH ANTI-RADIATION medicines are on standby, both in the Philippine Embassy in South Korea and here at home?

How much anti-radiation protective gear are available? Are there nuclear shelters ready? If yes, where and how many? If the government will say “NONE,’ WHAT READINESS  are they talking about?’
